Chidambram in Srinagar, meets Unified Hq

Srinagar, June 11: The Union Home Minister P Chidambram, who arrived on two-day state visit to take stock of the emerging security situation, dropped clear hints of giving Jammu and Kashmir a lead role in maintenance of security which is mainly performed by the Central Reserve Police Force in many key areas.
Chidambaram has asked the Controlling Officers of CRPF and J&K Police to sit together to work out a strategy for gradual substitution of CRPF by J&K Police in the essential duties that should ordinarily be performed by the State Police.
The Union Home Minister said this in the meeting of Unified Command Headquarters, jointly presided over by him and the Chief Minister Mr. Omar Abdullah, here today.
The Union Home Minister congratulated the Chief Minister and the State Administration for peaceful conduct of Parliamentary elections in the State. He said the Centre is solidly behind the State government in its endeavour to create a stable and secure environment in the State, that will be the prerequisite for development.
Chidambaram laid stress on strict adherence to Standing Operating Procedures (SOP) and Code of Conduct for the uniformed forces. He said the senior officers of various uniformed forces must acquaint their rank and file of the provisions of the code of conduct and ensure that the field officers and jawans don’t transgress these while performing their duties.
Stating that the duties assigned to the security forces and the police are well-defined, the Home Minister said while Army and paramilitary forces are tasked to perform security-related duties, the State police should perform all the essential police functions relating to maintenance of law and order.
Welcoming the Union Home Minister, the Chief Minister said that his government attaches highest importance to the protection of human rights and directions in this regard have been given to all the concerned to uphold human rights under all circumstances.
Abdullah said that the government, amongst other challenges, has presently the challenge of carrying forward and completing the developmental projects within the limited working season. “We have to make our tourist season a success, smoothly conduct Amarnathji Yatra and take care of the crucial academic session,” he said, adding that peaceful and conducive atmosphere is imperative to achieve our developmental objectives.
Earlier, the Union Home Minister, after his arrival here this morning, had one-to-one meeting with the Chief Minister which lasted over an hour. The two leaders discussed matters relating to security, law and order and development of the State.
On his arrival, the Home Minister was received at Srinagar Airport by the Minister for School Education, Peerzada Mohammad Sayeed and Minister for Forests, Mian Altaf Ahmad, Chief Secretary, Mr. S. S. Kapur, Director General Police, Mr. Kuldeep Khoda and senior civil and police officers.
