| Chidambaram reviews J&K’s development scenario | | | Early Times Report SRINAGAR, JUNE 12 – Assuring full Central support to J&K for rapid development, the Union Home Minister, Mr. P. Chidambaram Friday said Government of India would extend all help for creating stability and tranquil environment in the State which is prerequisite for the progress and economic growth. Taking a brief of the development programmes under implementation in the State at a high-level meeting at SKICC here, along with Chief Minister Mr. Omar Abdullah, Mr. Chidambaram said the State has undergone a difficult period and the peculiar problems here demand specific attention. “We will look at it along with security aspects”, he added and assured full support to the State from the Government of India. Referring to the Prime Minister’s Reconstruction Plan and other Centrally-sponsored schemes, Mr. Chidambaram said he would discuss the speedy implementation of these schemes with the concerned at New Delhi and asked the State administration to formulate projects for utilizing coal blocks for power generation. The Home Minister said the Centre and State governments possess co-terminus office terms and during the next five years both would work in coordination with each other for the upliftment of people of J&K. “We have five years to deliver on what we have promised to the people”, he said, adding this opportunity should be converted into realizing goals and assuring visible results on ground. Welcoming the Union Home Minister, the Chief Minister gave a resume of the developmental scenario in the State and sought Central assistance in addressing issues like unemployment, extending railway to Poonch, Rajouri and Kupwara districts, restoration of work on Qazigund-Udhampur Railway Track, compensation for the losses State is bearing for Indus Water Treaty, Central intervention in construction of Shahpur-Kandi Barrage by the Punjab government and providing electricity share from Ranjit Sagar Dam to J&K. Mr. Abdullah urged for a comprehensive and meaningful industrial package for the State to make it an attractive destination for private sector investment. He advocated early launching of work on the proposed four-lane Jammu-Srinagar National Highway. The Chief Minister stressed on Central assistance in addressing the unemployment crisis in the State and asked for special drive by Central government departments for recruiting J&K youth. He said unemployment problem in the State has not only economic aspects but it creates unrest amongst the qualified and skilled youth resulting in law and order situation. “While government was the major employer in the State, it cannot alone absorb all the unemployed persons. Large-scale involvement of public sector is required to address unemployment issue”, he said. The Chief Minister also asked for simplifying cumbersome travel procedures across Line of Control (LoC) and supported creation of transport and banking facilities for the traders exporting goods across the LoC. He said the present practice of trade requires strengthening so that it benefits larger sections of the trading community and the people in general. Chief Minister also sought Centre’s intervention in restoring Mansarovar Yatra through Ladakh, adding this would give considerable boost to the tourism activities in the region. Mr. Abdullah also laid stress on installing low-visibility infrastructure and Instrumental Landing Operative System at Srinagar Airport so that flights can land and take off in poor visibility periods and the daily functioning of the Airport is extended. The Chief Minister also called for sanctioning two campuses, one each at Srinagar and Jammu, for the Central University approved for the State by the Central government. He also asked for Central assistance in meeting recurring costs for IRP battalions. Making a case for Central assistance for implementation of Sixth Pay Commission, the Chief Minister requested the Union Home Minister to support the State to get funds to meet the additional expenditure on this account.
