| Govt dilutes Council’s autonomous character | | | Early Times Report JAMMU, June 12: As experienced, especially during the coalition regime in the state, it seems that successive State Governments put no heed to strengthen the J&K State Sports Council, instead made efforts to `dilute’ the autonomous character of the highest sports body in the trouble torn state. Whether it was intentional or owing to lack of knowledge among the higher-ups, it has been learnt that the laid down Constitution of the Sports Council has been violated with impunity by the successive regimes. From Chief Minister, Mufti Mohammed Sayeed to Ghulam Nabi Azad and now Omar Abdullah, non of these heads of the government paid any heed to the ever growing difficulties of the highest decision making body of sports. While the then Chief Minister, Mufti Mohammed Sayeed made half-hearted approach to bring two wings of sports--Department of Youth Services and Sports (DYSS) and State Sports Council-- close by appointing one head, his successor, Ghulam Nabi Azad did not bother to chair even a single meeting of the Sports Council during his tenure. And, now when young man in Omar Abdullah has taken over as Chief Minister, those associated with sports, directly or indirectly, had lot of expectations and were positive about a new beginning of a new era. Unfortunately, except for one statement of including members with sports background in the Sports Council, Omar Abdullah did not utter a single word for sports till today. Instead of appointing a new Secretary from and among the newly nominated members, the Chief Minister, it has been learnt, simply asked the outgoing Secretary, Director General Vigilance, P S Gill to handover charge to another government servant, Director Youth Services and Sports (DYSS), Shafiq Raina. (As per the Constitution of the State Sports Council, Chief Minister is president while Sports Minister is vice-president and Commissioner Secretary Education acts as treasurer of the autonomous body. The Secretary, who is elected from and among the 26 (now 29) nominated members, is real care-taker of the Sports Council.) Presently, with temporary heads, the directionless and weak in decision making, the Sports Council is in dire need of modern infrastructure with well-equipped technical hands, who could train the young men and women to excel at the national and international level. Paucity of staff, both administrative and subordinate with a number of top chairs lying vacant for want of an appropriate person, the Sports Council needs reforms in a big way. As required, following the laid down Constitution, the Government must call a meeting of the newly constituted Council with Chief Minister in chair, in the capacity of president, to appoint an able and experienced person as Secretary to run the show.
