| Govt accorded sanctions for prosecution of PDD employees | | | EARLY TIMES REPORT
Jammu, JUNE-12 :- The Govt accorded sanction for prosecution of employees of PDD and R&B have fraudulently drawn more than Rs 8 lacs in the year 2004 against non-existent electrification works of SDH Shopian, SDH Kaller and Court Complex Shopian in the year 2004.
In the sanction order it is alleged that the investigation conducted by the State Vigilance Organization has revealed that electrification works of aforesaid mentioned places were carried out in the year 2001 and an amount of Rs 9, 03, 300/- was drawn and paid to the concerned contractors against the executed works. It is further alleged that in the year 2004, Altaf Hussain Pandit the Executive Engineer R&B Division Shopian hatched a criminal conspiracy with other accused Public Servants namely Abdul Majid Dar Jr. Asst, Abdul Gani Dar Work Supervisor, Bashir Ahmed Hajam Sr. Asst, Abdul Majid Turrey Jr. Asst and accused contractors Imtiyaz Ahmed Khan, Khusheed Ahmed Baba, Farooq Ahmed Wani and Jahangir Ahmed Khan to draw fraudulently and dishonestly Rs 8, 05, 000/- against non-existent works shown to have been executed in the year 2002 at SDH Shopian, SDH Kaller and Court complex Shopian. After completion of the investigation SVO Seeking sanction for prosecution of accused persons in service which was accorded by the General Administration Dept (Vigilance) against Abdul Majid Dar then Jr. Asst, Abdul Gani Dar then Work Supervisor, Bashir Ahmed Hajam then Sr. Asst, Abdul Majid Turrey then Jr. Asst whereas the accused namely Mr. Altaf Hussain Pandit then Executive Engineer R&B Division Shopian had retired from service and M/S Imtiyaz Ahmed Khan, Khusheed Ahmed Baba, Farooq Ahmed Wani and Jahangir Ahmed Khan are private persons as such sanction for their prosecution is no more required.
In another sanction for prosecution of then Patwari Halqa Kreeri Shangus District Anantnag who was caught red-handed by the Vigilance Organization on a complaint on January 31, 2009 and recovered RS 500/- as illegal gratification from the then Patwari Abdul Aziz Wagay. The raid was conducted on the complaint one Mohd Rafiq Teli r/o Cheripora Shangus Anantnag alleging that for obtaining Revenue Record of the land demanded Rs 1000/- as bribe for issuing Fard Intikhab, on this complaint the SVO conducted raid and caught red-handed then Patwari Abdul Aziz Wagay while accepting and demanding bribe money. A case u/s prevention of corruption act was registered.
It is worthwhile to mention here the Govt in much publicized multicrore Hill Kaka Relief Scam has accorded sanction for accused namely Choudhary Mohd Hafiz then Assistant Commissioner Revenue Poonch, Maqbool Ahmed then Junior Assistant DC Officer Poonch, Sohan Singh then Junior Asst DC Officer Poonch, Ghulam Rasool then Tehsildar Surankote, Abdul Razaq then teacher Rehbar-e-Taleem, Mohd Ayub then Patwari, Mohd Azam then stock-assistant Animal Husbandry Poonch, Ghulam Hussain then Junior Assistant DC Officer Poonch, Abdul Rehman then Sr. Examiner Fund Officer Poonch and Ghulam Abas then Constable in police dept for commission of offences punishable u/s 5(2) PC Act 2006 r/w section 201, 467, 471 and 120-B RPC whereas no sanction was required for prosecution of private persons and retired employees is required. But the Vigilance Organization has not presented the challan after one year had passed, the reason best known to Vigilance Organization. JNF
