| Administration making ‘guided’ attempts to destabilise coalition? | | | EARLY TIMES REPORT Jammu, June 12: Close on the heels of Congress legislator from Bhaderwah Mohammad Sharief Niaz complaining of rotten ration supply to Doda district, another Congress MLA has raised alarm bells against the administration accusing it of deliberate attempts to sideline the Congress representatives enjoying public mandate. Another Congress MLA, representing Doda constituency, Abdul Majid Wani says that the administration is offering a preferential treatment to the National Conference leaders by overlooking all norms of merits, procedures and protocols. “I have enough reasons to believe that some people in administration are making guided attempts to engineer rift in the National Conference-Congress coalition”, an annoyed Wani told Early Times. Citing one of the many cases where he sees administration’s attempts of letting down the elected representatives, Wani said, on June 8, the Deputy Commissioner Doda invited National Conference leader and Member Legislative Council Khalid Najeeb Suhrawardy to distribute appointment letters under SRO 43 among the beneficiaries; the MLA (Wani) was not invited. “Handing over appointment letters, or for that matter any such act, has to be performed by the MLA, who is elected represented of the peoples. The DC not only infringed my basic right but he also let me down by not keeping me informed about the programme”, said Wani. Imagining the extreme, the Congress MLA and former Minister pointed out, such overt and covert acts of sidelining elected representatives of Congress and projecting the selected leaders of National Conference may one day result in caving in of the coalition government in the state. When asked if he inquired from the DC on how he stepped him aside, Wani said, “the Deputy Commissioner is giving an impression that he had instructions from the Chief Minister”. He added, “though I don’t believe but if Chief Minister has passed any such instructions then it is setting of an unhealthy trend and if DC is lying, let the Chief Minister put record straight as how an elected MLA is being taken for ride”. When contacted, the Deputy Commissioner Doda Syed Sharief-ud-Din’s explanation nearly substantiated Wani’s allegations. Din told Early Times “as per programme the appointment letters were to be handed over to the beneficiaries by the Chief Minister but since he could not come, we were instructed (by the government) to have NC MLC Suhrawardy to preside over the function”. The DC refused to comment when asked why MLA was not informed. He, however, hastened to add, “if MLA thinks like this, I cant help to change his thinking”. It is pertinent to mention here that in the Chenab Valley region (comprising three districts) the Congress has won five out of the six assembly constituencies while the National Conference could retain only one. In 1996 NC had four seats in its pocket and its tally came down to two in 2002 elections which was further reduced to one in 2008 elections. Party has been making attempts to regain its base in the region. It was under this strategy that Khalid Najib Suhrawardy who lost twice to Wani in Doda segment was made an MLC earlier this year. The Congress MLAs in the region have been complaining that they are not being properly involved in the decision making process in the region and the NC leaders are having overriding effect on the administration. Recently, Congress MLA from Bhaderwah Mohammad Sharief Niaz met the Chief Minister and informed him about supply of rotten ration in Doda district.

Observing that the safety and security of the Yatris was the first and foremost concern of the Board, particularly in the context of the obtaining adverse weather conditions and its impact on the present status of the tracks and facilities, particularly on the Chandanwari–Holy Cave route, the Governor stated that the Board is left with no option except to allow the Yatra only from the Baltal route, at this juncture. Consequently, as per earlier announced schedule, the Yatra will be flagged off from Jammu on the 15th June only for those who have registered for the Baltal route. Thus the Yatris travelling on this route can have the Pratham Darshan on 16th June
