6/13/2009 12:00:28 AM
SANDEEP BHAT
Jammu, June 12: The National Conference president and Union Minister for New and Renewable Energy Dr Farooq Abdullah today vowed to light Jammu and Kashmir with non-conventional energy resources.
First after taking over as Minister in the Union Cabinet, Dr Abdullah today arrived in the winter capital city to a warm welcome. From airport he was taken in cavalcade to the Sher-e-Kashmir Bhawan, the party headquarters in Jammu where jubilant NC workers greeting him with slogans of praise.
Later addressing a felicitation function organized by the Chamber of Commerce and Industries in his honour at Jammu club, he stressed for need of using solar and wind energy and said this renewable hydroelectricity. Citing an example of certain parts of country, where people are using solar and wind energy for their day to day use, he said, there is greater scope for solar and wind energy in the state of Jammu and Kashmir and also cited certain places like Kud, Batote, Patnitop, Mantalai, Gurez, Tangdhar, Uri where wind energy can be generated. He also gave an example of Leh region, where solar and wind energy is being used in many things. For electricity purposes, more and more people are using solar energy as their alternative energy and are very cheaper than other kind of energy. On the occasion he asked president, CCI, Ram Sahai and other dignitaries to find other places where these energy can be utilized or generated and invited their delegation to New Delhi, where he along with Ghulam Nabi Azad, union minister for Health and Family welfare will do every thing for the redressal of the problems faced by the business men of the state.
Earlier Ram Sahai, president, chamber of commerce and industry in his speech said that Our state which is bestowed with the gift of 20000MV hydro power potential is deprived of its benefit because of Indus water treaty which has totally sacrificed the interests of our state. Your ministry is implementing a programme on development of solar cities to promote the renewable energy in urban areas by providing support to municipal corporations for preparation and implementation of a road map to develop their cities as solar cities. There is vast potential of developing solar energy scheme in Jammu and Leh region both for grid interactive and independent solar power generation units. The Nodal agency in the state, J&K Energy Development Agency should be made more active to provide all information to the respective companies who want to generate solar power. The energy development agency should simplify the procedure for development, manufacturing and distribution of solar energy based appliances like solar water heaters, cooking appliances, solar lanterns, etc and take benefit of various incentives provided by your ministry for development and supply of these appliances. This provision will help in providing solar appliances in the remote areas at the reasonable prices. The scheme should be made applicable to whole of the state being a poor, under developed and backward state. In fact, the incentive benefit of solar appliances should be made available to the entire population of our state.
Our state has the potential of 200 to 250 mini hydle projects with the capacity of generating one to 25 MV power, out of which at an initial stage of 10 projects were identified and were allotted to different bidders in the year 2006. But it is ironical that since last 5 years implementation agreement, banking and wheeling agreement and power purchase agreement has not been finalized.
He further said that the survey be done to gather the wind data for various places having potential of exploiting the wind energy. The meteorological laboratories in the state should be made functional and regular wind data should be collected and complied. This data can form the basis of wind energy in the state. The areas like Patnitop, Nathatop, Sanasar, Panchari, Chennai, Gulmarg, Pahalgam, Sonamarg and Ladakh have potential for wind energy which should be got examined and immediate effective measures be taken to exploit this potential.
He added that, The LoC trade which has started earlier, is going on as a fractured exercise because basic issues of facilitating the regular and smooth trade were not addressed to properly like we do not have communication links through telecom or courier service from our side to PoK side, the matter regarding use of currency has not been decided due to which the restricted trade is going on as per barter system. In absence of cross LoC banking system the bank transactions are not possible. No tangible steps have been taken for the exchange of delegation and buyers sellers meet for carrying on purposeful and smooth trade is long awaited, he concluded.
