Early Times Report Jammu, June 13: Senior Congress MLA, Raman Bhalla, has appealed to Prime Minister, Dr Manmohan Singh, to introduce reservation of jobs for youth in Jammu and Kashmir in the Armed Forces, paramilitary forces, central Government offices and public sector corporations. In a memorandum submitted to the Prime Minister in Delhi today Bhalla informed him that since the scope for providing jobs in the Government departments in Jammu and Kashmir was limited and the industrial besides the agricultural sectors were yet to show signs of improvement reservation of jobs for the youth from this border state was the only way to resolve the problem of unemployment. Bhalla has sought Prime Minister's help in getting sanctioned two projects, costing Rs.535 crores and Rs.338 crores, for implementing two drinking water supply schemes for Jammu and Srinagar respectively because over two million people in the summer and winter capitals were faced with the problem of acute shortage of drinking water The Congress legislator did not hesitate in seeking Prime Minister's assistance in getting Assembly constituencies reorganized through a delimitation commission. Bhalla has informed the Prime Minister that since the Jammu region had more area and population it did not deserve to have 37 Assembly constituencies against 46 in the Kashmir valley. He also informed the Prime Minister that it was highly unjust that people in the Jammu region have to wait till 2026 for fresh delimitation. Bhalla has called for end to regional discrimination and has pleaded for increase share of Jammuites in the civil secretariat and other Government departments as till date the job share in the civil secretariat has been less than 30 per cent for the Jammu region and over 65 per cent for the valley youth. Bhalla has also demanded equal devolution of funds and for ensuring this he has suggested to the Prime Minister to constitute a committee of experts that will carry out periodic review of the devolution of funds in the valley and in the Jammu region. He also called for immediate steps for granting citizenship rights to refugees from Pakistan who are settled in Jammu since the last 60 years. He has informed the Prime Minister that it was irony of fate that these refugees were entitled to vote for Lok Sabha election but not for the Assembly poll. He wanted citizenship rights for these refugees. In reply to a question Bhalla said that the Prime Minister gave a patient hearing and assured him that the issues raised in the memorandum will be looked into by the Government.
