The unemployed being taken for ride

There is a large force of unemployed youth in the state, with their
number ever growing year after year. The hapless unemployed youth run
from pillar to post in search of jobs and in their desperation often
fall prey to some unscrupulous elements, who showing them green
pastures of getting them job, rob them of hard earned money by their
parents. Some even borrow the money to pay to the touts to get them
job. But all this ends in deception, leading to further frustration
among the exploited youth. Taking advantage of their desperation some
employers engage them on jobs, paying them paltry salary, much below
what should be due to them.
But what is more alarming and matter of concern is that even the
government departments and agencies take them for ride. Posts are
advertised in the newspapers inviting applications for jobs, requiring
encumber-some formalities to be fulfilled, costing much for the
unemployed youth. After making hectic and strenuous efforts to fulfill
the formalities like purchase of application form, getting
verification of their good conduct, submitting affidavit, attaching
their photo snaps and then standing in long queue to deposit their
forms, the youth have to wait long for the interview call to come. But
their wait goes on forever, with no response from the concerned
office. A case in instance is the post advertised by the Commercial
Taxes Department for recruitment of 160 guards, two years ago. These
posts were advertised on the direction of the High Court, who had held
void recruitment of guards made earlier by the department through
backdoor. In response of this advertisement thousands of youth applied
for the posts. Computerized forms were purchased for Rs. 200 and
fulfilling of other formalities like verification of their character,
affidavit, photos cost them another Rs. 100/- each, plus labour of
running from one place to another and for those coming from villages
and far off places, bus forces etc. But the net result has been
nothing. No interview calls ever come to any of the applicant, not to
speak of appointment letters. It is now learnt that the Department has
set in motion the move to regularize all those appointed earlier as
guards, whose appointment was set aside by the Court. At least they
are still continuing on the jobs and demanding their regularization.
It are the unemployed youth who had applied for the jobs who are
sulking. This case is not an exception, but a routine affair. So much
so that even the Accountability Commission, to whom the aggrieved
unemployed could approach for the redressal of their grievance to have
played a big joke with them. Over a year ago, 16 class IV posts were
advertised by the Commission. In response to it few thousand
unemployed youth applied. All the eligible candidates were called for
interview on different dates. The applicants underwent all the trouble
to first fulfill the requisite formalities and then come from far off
places for interview. But there have been no appointments, with the
commission not functional after the resignation of its Chairman three
months ago. Again Deputy Development Commissioners of various
districts as Chairman of appointing committees for class IV employees
in respective districts had advertised posts, for filling. Six months
have lapsed and nothing is heard about the same. All this leads to
further frustration among the unemployed youth, who feel of having
been cheated.
