NREGA scheme to change rural landscape: Sagar
6/18/2009 11:53:00 PM

Early Times Report
Srinagar, June 18: Terming NREGA as landmark schemes, the minister for Rural Development and Panchayats, Ali Mohammad Sagar said that all out efforts are needed for the proper implementation of this landmark scheme.
Sagar was speaking at a one-day seminar on National, Rural Employment Guarantee Scheme (NRGES) organized by the Department of Rural Development here today.

Referring to NREGA as a pioneering scheme for ushering development and providing employment in the rural areas, he said that every sort of developmental activity can be undertaken under its ambit and we should not limit ourselves to certain parameters only. “We should also be careful in giving the job cards and every care should be taken while identifying a beneficiary and it should be done in a transparent manner so that there is no misgiving within the people living in the area that people belonging to a particular political affiliation have been given priority”, he asserted.

Exhorting upon the officers to work with missionary zeal to oversee the proper implementation of the scheme, Sagar said that it is the duty of officers to see that the scheme is properly implemented and the benefit percolates to the target populace. “The scheme guarantees employment to the people belonging to the lower strata of the population and we should see that only genuine persons get benefited by the same. By ensuring transparency we would be ensuring that benefits are extended to the needy”, he maintained.

While referring to the success story of NREGA in Gujarat, the Minister said that in-spite of being one of the most industrialized and prosperous states of the country, the scheme has been implemented to its hilt and people in large have benefited. We should take a cue from the same and see that the scheme is properly implemented.

Asking the officers of the department to maintain a pro-active role, Sagar said that the local needs should be kept in mind while formulating the plans and setting the targets. “The government has introduced a novel idea of involving the local representatives of the area in the policy formulation so that the populace of that area is benefited in a proper way and target set are maintained within the stipulated time”, he added.
