The foreign secretaries have been assigned the task of debating on the ways and means for helping Islamabad in the task of preventing the soil of Pakistan being used for exporting terrorism to India.Well when Manmohan Singh and Asif Ali Zardari were getting ready for talks a group of militants made an attempt to sneak into the Jammu region from across Mendhar in Poonch. Over the years agencies in Pakistan have not hesitated making a public display of their aid and patronage to militants operating in Jammu and Kashmir. In the past whenever some dignitary from Pakistan visited Delhi or the one from India visited Islamabad militants would carry out a major subversive plan in Jammu and Kashmir. Even when some foreign dignitary would be in Delhi terrorist resorted to gun, grenade attack or any other act of violence to highlight the need for resolving the Kashmir issue. Leave it aside. How many times the foreign ministers of the two countries have met? How many times the heads of the two nations have had discussions on the bilateral issues?At times the heads of the two countries have met on the sidelines of the UN Security Council meeting or during the NAM but whatever assurances India has received during such meetings have never been fulfilled or honoured by Pakistan. India knows what it has to tell Pakistan. Pakistan knows what it will be told by Delhi. And Islamabad knows what irritates Delhi. Thus it is up to Pakistan Government to ensure resumption of the dialogue between the two sides and that can be possible if it stops using its land for exporting terrorism to India. Let it seal the border and order a crackdown on terrorists not only in the Swat valley but in other belts of Pakistan. Let it shut the gates of all the arms training camps where militants have received training during the last 20 years. Once it is done Manmohan Singh will have no other alternative but to order resumption of India-Pakistan dialogue. Otherwise the foreign secretaries meet will be nothing but a deceptive exercise. They will meet to meet again.
