| Treasuries face of good governance: Finance Minister | | | Early Times Report Srinagar, June 18: Describing treasuries as face of good governance which is reflected by its multifarious activities, Minister for Finance, Law and Parliamentary Affairs, Mr. Abdul Rahim Rather has urged functionaries of the department to ensure better performance taking recourse to good behavior and politeness. He said those who perform with distinction would be rewarded while non-performance would be dealt with sternly. The Finance Minister said this while reviewing the functioning of Treasuries of the Kashmir division at a high-level meeting, here today. Mr. Rather said review meetings should be a regular feature in the department so that important issues are discussed and swift action taken against feedback received from field functionaries. He said these meetings could not be held earlier due to delay on account of Model Code of Conduct. Referring to the financial problems the State is confronted with, the Minister expressed hope that these would be resolved soon and adequate funds would be arranged for the State. He emphasized upon field officers not to retain any bill or cheque in the treasuries beyond 48 hours, provided it is in consonance with budgetary allocation. He also made it compulsory for them to comply fully with the orders of their seniors and ensure quick disposal of complaints which they receive on the workplaces. The Finance Minister said that in the recently-held review meeting at Jammu, same directions were passed to the officers of the division. He said the officers have to make it sure that budgetary allocations are not exceeded, adding that budgetary control register should also be strictly maintained. Speaking on the occasion, Commissioner/Secretary, Finance, Mr. Sudhanshu Pandey said field functionaries are vital extensions of the department, adding they have to ensure regular checks and audits at every level. He said there are clear-cut policy decisions which need to be adhere to strictly. Director, Accounts and Treasuries, Mr. M. I. Khandey, earlier presented a welcome address and elaborated in detail measures taken by the department to revamp its functioning.
