| Infighting in J&K Congress | | | Though the PCC President, Saif-ud-Din Soz, has constituted a five-member disciplinary committee for going into the anti-party activities of some congress leaders it may not be possible for the congress high command to initiate disciplinary action against some dissidents or rebels at a juncture when the organisation in Jammu and Kashmir is a divided house. The basic problem is that whosoever is appointed as President of the Pradesh Congress Commitee he does not receive full support from a party lobby in Delhi that has pockets of influence among the state unit leaders. When Saif-ud-Din Soz was appointed PCC President he was also a Union Minister for Water Resources. Consequently his being a union Minister had given him added advantage in seeing his writ run in the organisation. If anybody from the state had the capacity to undo what Soz had planned it was Ghulam Nabi Azad. During his maiden visit to Jammu after having been sworn in as Cabinet Minister in the centre Azad did not conceal his displeasure with Soz. And when Soz was asked to comment on it he was candid by saying that "I do not want to comment on Azad's comments.".Well Azad has remained a powerful person as Union Minister and as AICC General secretary for the last over two decades. His three-year stint as Chief Minister had further helped him to gain political stature. Senior congressmen, even while praising the political acumen of Azad, do not hesitate holding him responsible for patronising groupism in the state unit of the Congress. In support of their contention they said that Ghulam Rasool Kar,who was the PCC President at a crucial stage in the state in late 80's,felt uncomfortable when a number of dissident leaders, receiving patronage from Delhi, made it hot for him. It was not smooth sailing even for Mohammad Shafi Qurshi who succeeded Kar. Equally not smooth for Peerzada Mohammad Syed. It is widely believed that those in the Congress who were trying to run a parallel organisation, after the assassination of Indira Gandhi in 1984, had created conditons for Mufti Mohammad Sayeed which forced him to quit the Congress. Indira Gandhi had supported the Mufti to the hilt because he had kept the Congress flag flying when the state was ruled by the tallest political figure, Sheikh Abdullah. It is mandatory for the Congress to close its ranks because the state has witnessed growth of two major regional organisations, the National Conference and the PDP.A divided Congress may be a gain for both the regional parties. .A weak congress in Jammu may give strength to the BJP. So the choice is well defined before the Congress high command. The Party high command should ensure that groupism and dissidence in the state unit of the Congress were buried as quickly as possible. Let those in the union cabinet from Jammu and Kashmir and in the Parliament be restrained from weakening the hold of the PCC leadership and that alone could generate discipline and unity.
