| Abrupt polythene ban threatens future of 20,000 dependants | | | EARLY TIMES REPORT JAMMU, JUNE 21: The J&K Polythene manufactures and traders association has expressed deep anguish over the way in which concerned authorities are implementing ban on polythene bags, unmindful of its adverse impact on a vast section of the people in the state. Addressing media persons here today, Rakesh Gupta spokesman of the association rued that the act banning manufacture, sale and use of polythene bags was passed by the state legislature in haste, without inviting any objections from the public, particularly those who have been stake in the business. Even no debate was held in the legislature; beside it took two years to the government to frame the rules for implementing the ban. In framing of the same he said many aspects of the case, particularly its impact on the livelihood of a large number of people, besides inconvenience to the general public in the absence of provide any alternative, was not taken into consideration. Gupta disclosed that there are 50 manufacturing units of polythene carry bags in Jammu alone, providing livelihood to 20,000 people. Their livelihood has been snatched abruptly in one go, without giving them any time to switch over to other avenue of earning their living. He added that the polythene industry in Jammu alone has an investment of Rs 100 crores. The units were installed by them under the government’s policy of industrialization in the state. Their units were duly registered by the district industry centres and land was allotted to them in the industrial areas beside power connection etc. Now abrupt ban on the item is causing great hardship, leading many engaged in the business to a point of starvation. He further said that as law abiding citizens, they have closed their units for last about one month, despite their approaching to the concerned authorities, bringing to their notice their miserable plight and to find the alternative source of their making living. Instead in their over enthusiasm the concerned authorities are implementing the ban in a haphazard manner and not with a human face. Gupta demanded that the government should provide all those adversely affected by the ban a relief and rehabilitation package in respect of liquidating their loans and to enable them to earn their living.
