| CM takes Govt to peoples’ doorsteps, MLAs feel exit | | | EARLY TIMES REPORT Srinagar, June 23: Two days after Congress leader and Union Health Minister Ghulam Nabi Azad checked the health of administration and developmental affairs of three districts, the Chief Minister Omar Abdullah today opened his account of “taking government at peoples’ doorsteps” at Bandipore district but the MLAs are little apprehensive over what the state’s Information Department describes as first event of its kind in last three decades. Accompanied by Ministers, Chief Secretary, other administrative heads and officers of divisional administration, the Chief Minister today held an ‘open darbar’ at Bandipore district in North Kashmir. Official reports said that around 3000 people attended the meeting which did not have any prior agenda. People listed their demands and the Chief Minister passed on directions. Local MLA Nizamuddin Bhatt told Early Times that the Chief Minister’s initiative is a beginning in right direction but he expressed apprehensions about dilution of the role of MLAs. He said, today’s meeting went of well but apprehensions are there about what role MLA has to play in district and state plan if Chief Minister and the government take direct charge of the affairs. He, however, asserted that today’s meeting was comfortable for him. At his public darbar, the Chief Minister, officials said, gave on-the-spot directions for redressal of various grievances and ordered for accommodating development demands presented by the deputations and individuals in the district and State Plans, adding wherever required, special proposals should be sent to him for further action. Reacting to the reports of public darbar, Panthers Party MLA Harsh Dev wondered that the government is completely out of track from its original roles and is trying to grab the public attention by holding such extravagant affairs. “After six being in office they have not been able to present budget or convene the meetings of district development board where the elected representatives give their inputs for development, I fail to understand what do they (government) want to achieve out of public darbars. On CM’s public darbar, the state’s official media said that besides the cases of individual nature, demands for up-gradation of Sumbal-Bandipora and Sunder-Bandipora roads, creation of separate hydraulic division for Bandipora, granting a degree and polytechnic colleges in the district, up-gradation of various schools, construction of healthcare buildings, improvement in drinking water facility, creation of another development block, placing of staff for newly-created Bandipora Degree College, starting science and commerce streams in the college, installation of new power-feeders, strengthening of flood protection bunds, upgrading of civic amenities in Bandipora town, creation of tourism development authority, construction of Gujjar hostel and development of fishermen colony were presented to the Chief Minister. The Chief Minister enquired about the status of each work pointed out by the public to officers who gave details of the projects and timeframe for their completion. He emphasized the need for completing all works in a targeted timeframe and asked the officers to formulate proposals for various demands projected by the people during the open darbar. The next open darbar is being held in Ganderbal district on June 25.
