Tackle peaceful resistance…time running out

Jammu, June 27: How long peaceful resistance, launched by the separatists and their supporters, in the Kashmir valley continue? This peaceful resistance seems to have paralysed normal life as shutdown, unrest, clashes between the protesters and the police, enforcement of measures for preventing supporters of separatists from marching from Lal Chowk to other areas.
Take the examples from ground. Today it is march to Idgah and the Government swings into action by enforcing undeclared curfew restrictions. Next week it is march to Shopian, then to Sopore then to Tourist centre and so on and so forth. Since the start of the poll process in October last the separatists have received good support to their peaceful resistance. Though their call for poll boycott did not receive as much response as they had expected but the separatists did not lose their faith in peaceful resistance.
Field reports indicate that agencies across the LoC have sent messages to the separatists to continue their peaceful resistance which could prove more fatal than the violence kicked up by militants. During the last couple of years Islamabad has been under pressure to stop allowing the soil of Pakistan to be used for exporting terrorism to India, including Jammu and Kashmir. Whenever infiltration of militants took place on the LoC and whenever militants carried out major strikes in Jammu and Kashmir or in any other Indian state or city Islamabad would come under tremendous pressure from the developed nations demanding an end to Pakistan's support to terrorism. In fact the US Government and other countries linked their financial and military aid to Pakistan with Islamabad's crackdown on militants. If Pakistani troops have been carrying out operations against the Talibans in the Swat valley, its adjoining areas and in the frontier region it is the result of the American pressure. Directly or indirectly the American forces, especially fighter aircrafts, assist the Pak troops in eliminating the Talibans.
In the context of this development Islamabad does not want to lose the goodwill of the American leadership by assisting militants in carrying out strikes in Jammu and Kashmir. This is said to be a major factor for the sudden drop in the level of infiltration from across the LoC. Agencies across the border have been monitoring the developments in the Kashmir valley where the anti-India forces have been exploiting one issue or the other for sustaining the ongoing peaceful resistance. These agencies have found peaceful resistance a potent tool in the hands of separatists for forcing India to resume dialogue with Pakistan for the settlement of bilateral problems, especially the Kashmir issue. At one stage Delhi had totally rejected the plea for the resumption of Indo-Pak talks and it had placed one major condition saying that unless P:akistan took suitable steps for containing the terrorist activities talks were not going to be held. It was during the summit meet in Russia where one to one sitting between the Indian Prime Minister and the Pakistan President mellowed down Manmohan Singh who said that he would reopen the channels of dialogue with Pakistan and with anybody in Kashmir including those who are not in the political mainstream.
This time the Shopian incident has come handy for the separatists to incite people. It would be better if either the Government or the Jan commission identified those who had committed the crime so that severe punishment to them would leave no scope for the separatists to continue their peaceful resistance in future. Once the dust was settled on the Shopian incident the Government should revise its working style and initiate measures which proved people-friendly. That was the only way to defeat the separatists machinations and conspiracies
