| 13th Finance Commission reaching Srinagar tomorrow | | | Early Times Report Srinagar, June 28: The 13th Finance Commission is arriving here on a five-day visit to Jammu and Kashmir from June 30 to discuss developmental issues with the state government. Meanwhile, cutting across the party lines, almost all political parties have decided to seek maximum help from the Commission for economic growth of all regions in the state. Official sources said here today that since the state's own tax and non-tax revenue was not sufficient to meet the needs of committed expenditure, salaries, pensions, purchase of power and payment of interest on loans, it had been decided to approach the Centre for meeting these requirements. They said that Minister for Finance, Law and Parliamentary Affairs, Abdul Rahim Rather had already initiated discussion with the representatives of various political parties and sought their suggestions regarding the development issues to be projected to the Commission. Mr Rather during discussion said that central assistance was indispensible for meeting these requirements. It was the constitutional right of the state to receive revenues from the Centre to meet this gap. ''But we have to jointly impress upon the commission about the nature and extent of such need.'' A meeting of the Commission to discuss various issues with all political parties has been arranged on the July first. During the discussions, the members put forth various developmental issues and also highlighted the issues which they intend to include in their memorandum of demands to the Commission. Mr Rather said the commission set up by the President under Article 280 of the Constitution after every five years inter-alia makes recommendations on the distribution of net proceeds of taxes between Centre and State and also the subsequent distribution amongst them. He said the discussion was held so that a consensus was reached between the different political parties and a collective demand is made before the Commission seeking maximum benefits for the state. Mr Rather said the state is suffering from numerous natural handicaps like distance, topography, hostile climate and lack of infrastructure, power, communication, highways and telecommunication facilities. The Minister said huge resources were needed to ensure the implementation of Sixth Pay Commission Award as decided already.
