| DIG suspects frame-up as Speaker summons him on MLA’s complaint | | | Early Times Report Jammu, June 28: The Speaker of Jammu and Kashmir Legislative Assembly Mohammad Akbar Lone has summoned the Deputy Inspector General of Police (DIG) Udhampur-Reasi range Gulzar Singh to explain his ‘conduct and position’ on a privilege complaint filed by local MLA Balwant Singh Mankotia. The Police, however, has said that the MLA is blowing the case for nothing as he refused to oblige the undue pressure. “I don’t even recall any incident or conversation between me and the honourable MLA which could have warranted privilege proceedings against me”, said a surprised DIG when asked. Member Legislative Assembly from Udhampur Constituency Balwant Singh Mankotia after having an alleged telephonic conversion with DIG Salathia on June 23, lodged privilege motion before Speaker of Legislative Assembly against the Police officer on June 24 alleging that DIG used ‘unparliamentarily’ language against MLA and Chief Minister during conversation. Mankotia told Early Times that being representative of people of constituency he raised the issue of a particular case for solving which police was demanding bribe. Mankotia said that his intention was only to bring in the notice of the officers that corruption is being done in the police department under his supervision. On this officer turned furious and used unparliamentarily language against MLA and the chief minister of the State. Senior legislators believe that the MLA should have waited till the decision should have been taken by Speaker on July 1st as approaching the press soon after lodging the privilege motion seems to be step in hurry as after approaching the chair it becomes the internal matter of House. Speaker Mohmmad Akbar Lone said that Director General of Police has been served a notice for execution in which DIG has been directed to appear before the chair on July 1, at 11AM for explanation. He said that any officer of higher rank, if disregards, with the privileges and protocols of MLAs will not tolerated. He said usually officers do mistakes and then apologies and if any body did not do the same then case should be given to Privilege Committee which take cognizance and forward a detailed report which again will be taken to House. Lone said if House adopts the motion, it could cost the service of the officer besides penalty will be executed upon the officer. DIG Udhampur when contacted to clarify the reports received, straight way refused the allegation and said that why should he use unparliamentarily language against Chief Minister and termed the whole episode as conspiracy against him. “I have spent half of my life in Police, don’t I know the limitations”, asked the DIG.
