India, Pak err on tackling terrorism

Both India and Pakistan seem to continue err on tackling terrorism. While Delhi did not act fast to tame the CPI(Maoists) Islamabad allowed Talibans to grow, especially in the Swat valley and its adjoining areas,. Both Delhi and Islamabad initiated measures against the terror breeding organisations only after the Talibans had made it tough for the establishment to run its writ in Pakistan and the Maoists had carved out safe sanctuaries in Lalgarh, Ramgarh and the adjacent belts. Not only this the Maoists influence and activities had spread to other states, including Madhya Pradesh, Chhattisgarh, Orissa, Tamil Nadu and Jharkhand. When the Maoists gave a call for shutdown in protest against the Army crackdown on them in Lalgarh area of West Bengal the call evoked response in four states indicating that the Maoists had extended the areas of their influence. Similarly Pakistan ordered military operations against the Talibans in the Swat Valley.Had Islamabad never given patronage to the Talibans this terrorist organisation would have never spread its activities in various areas of the World. If various states in India are under threat from the Maoists it is because of the continue patronage they received from the successive leftist Governments in West Bengal. Now during the three-week long operations Maoists have lost control of Lalgarh and Ramgarh and the Talibans having escaped from the urban belts of the Swat valley. political and security analysts are of the opinion that neither Maoists nor the Talibans have been either eliminated or tamed. Their argument is that out of more than 10,000 Maoists operating in Lalgarh and its adjoining areas not more than 20 have been killed and 30 arrested. Similary not more than 350 Taliobans have been eliminated and the main question bothering both Delhi and Islamabad is where have the Talibans and the Maoists gone ?Field reports indicate that both the fleeing Maoists and the Talibans have taken regfugee in the neighbouring areas. Both the terrorist organisations wait for the time when both Delhi and Islamabad order sending the troops back to the barracks and once that happened both Maoists and the Talibans will regroup and try to reestablish their control in the areas. Both Islamabad and Delhi need to take into account this possible development and frame its future policy accordingly.Various states have declared CPI(Maoists) as an unlawful organisation but this decicion alone has not been able to end the menace of this terrorist groups. Sustained operations are called for besides initiating measures for proper rehabilitation of refugees from Lalgrah, Ramgarh and adjoining areas. Reports say that the military operations against the Talibans have rendered over two million people as refugees and those countries which have been egging Islamabad to carry out operations against the Talibans need to assist Pakistan Government in rehabilitating these refugees.
