7/5/2009 11:17:24 PM

SARITA JAMWAL
UDHAMPUR, JULY 5: on one hand side government claims that there are no vacancies for unemployed educated youth, on other hand there is shortage of staff in different government departments for the past several years and the situation is that number of employees retired a year before are still performing in the offices.
In Udhampur number of such cases could be witnessed, hence making mockery of district administration. The situation at Tehsildar office Udhmapur is like that those who had attained superannuation more than a year before are still enjoying official chairs without having any extension from department. In some sections forth class employees are performing ministerial job flaying all the service norms. It is interesting and amazing that the retired enjoying official chairs in Tehsildar office has been assigned work of processing files of Permanent Resident Certificate (PRC) in close nexus with their higher authorities. People allege that fourth class employee has been assigned most important work of judicial nature to perform by the Tehsildar despite having educated ministerial staff already available in his office. People alleged that it is great concern for them as non competent retires and fourth class legally not having any accountability of work assigned to them had been allotted work by higher officials. Sources deeply placed said that more than four posts of ministerial staff are laying vacant in the Tehsildar office but nothing is being done to fill up these despite throwing people at the mercy of retires and fourth class employees. People said that administration is mute spectator in this regard and officials on chair are least concerned about the menace. Retire fourth class employee is running affairs of important district record room where all revenue records of district lies as post is vacant after retirement of in charge year before. majority of employees posted at district headquarters and tehsildar office, ACR and deputy commissioner office are enjoying post from last twenty years and had been never transfer thus enjoying monopoly, informed sources.
