COALITION’s SIX MONTHS
Foes put it at zero, friends say poll codes etc slowed progress

Jammu, July 5: When Omar Abdullah took over as the youngest ever Chief Minister of Jammu and Kashmir on January 6 he refrained from making nay big political commitment or setting any unachievable priority. Typical to his crisp and honest style of statement he set only one modest priority which is yet to translate his words into concrete action as the National Conference-Congress government completes tomorrow its full six months on office.
Omar had said, “challenges are many but the biggest challenge is meeting public expectations…the only top priority I see before me on this occasion is meeting public expectations”. This statement, which Omar made at Shere-e-Kashmir Bhawan in Jammu on January 5 when an enthusiastic crowd greeted him with a hero’s welcome on his arrival in Jammu, is still fresh.
Later the same night, he said at a television show, “since I am young and people want me make difference…yes I am committed to make that difference with delivery”. Omar must have been very sincere in delivering what he had got the mandate for but the circumstances in Jammu and Kashmir over past six years were perhaps not suitable that the delivery could not take shape.
The senior most member in the Legislative Assembly, Prof Chaman Lal Gupta sees it differently. He feels the situation could have been tacked and the difference still could have been made. “But due to lack of experience”, Chaman says, “no progress has been achieved in any sector, as all the development works have came to stand still. No expansion of cabinet also hampers development works in the state. There is doubt in the minds of common masses can this government full fill its full term”.
Another MLA, Harshdev Singh while commenting on the performance of the government said, is zero, what to say of six months, coalition will not be able to do anything for the upliftment, development etc if it complete its full term. There is no question of performance the pace of development during this last six months has gone from bad to worst. He said no district development board meeting has taken place, organizing Nawabi darbar by the CM will not serve any purpose, people of the state want facilities etc. CM is always shuttling between Srinagar Delhi etc place and least care for people of the state.
Ghulam Hassan Mir, MLA Tangmarg is of the opinion that due to election code for assembly and parliament elections, no new development works were taken in hand. But government still performed well and people had full satisfaction over the working of the coalition govt. There may be some loop-holes, the cause behind it is due to elections both for parliament and state assembly. Development works in the state will gain full momentum after budget is passed in the assembly ending of this month.
Sr. Congress leader & MLC Abdul Gani Vakil in his remarks said, stress was laid on completion of pending works, which were taken in hand by the former chief minister G.N. Azad, beside election code. He said, due to Shopian episode law & situation become grim in the valley as separatists People Democratic Party (PDP) tried their best to exploit the situation.
MLA, Bandipore, Nizam-u-Din Bhat of PDP said during this period govt of Omar Abdullah totally failed to deliver, beside security position become worst. Day by day human right violations, killing of innocent persons have become order of the day. The promises made by NC-Cong during elections are no were seen and as such people of the state are annoyed with the govt.
Prof. Nirmal Kamal of Jammu university said that it is early to comment of the performance of the coalition govt. because out of six months, 2-3 months were passed in conducting the parliamentary elections both Rajya Sabha and Lok Sabha elections and the budget session in the state has not taken place yet. After the unfortunate incidents of Shopian and Baramullah the people of the state particularly of Kashmir Valley are getting alienated further with the main stream politicians and the NC –Congress led coalitions govt. The irresponsible statement of CM Omar Abdullah on the Shopian incident and then back tracking shows the immaturity and childish behaviour. I doubt whether this govt. will complete its full term. Power and water shortage hits the Jammu region and all the plea of the people gone into the deaf ears of the authorities.
Prof. N.A. Baba of Kashmir University said that at the outset, not much have been accomplished because of model code of conduct by the election commission of India. People of the state were expecting more from this coalition government which is headed by the young Omar Abdullah but nothing much has happen so far. Initially it seems of inexperience of chief minister on Baramullah, Shopian episodes as he did not respond properly either shows he is too inexperience or he is not being guided well. We must give more time to this government to deliver goods.
Aijaz Jan MLA Poonch of National Conference hailed the achievement made during the last six months. He said keeping in view various roads in the area were black topped and work on drainage was also started. Youth of the area were en-rolled in IRP, withdrawal of CRPF in phased manner is the biggest achievement of Omar Abdullah.
