| Central funds for power reforms not fully utilised: CPM | | | EARLY TIMES REPORT Srinagar, Jul 7 : Alleging non-utilisation of crores of rupees, sanctioned by the Centre under various schemes for improving power distribution and transmission system in Jammu and Kashmir, the CPI(M) today said unscheduled power cuts has affected the normal life in the state. CPI(M) State Secretary Mohammad Yousuf Tarigami, in a statement here, said frequent and unscheduled power cuts had resulted in severe inconveniences to consumers besides affecting the essential services.He said massive central funds were provided to the state, but due to inefficient delivery system in the Power Development Department (PDD) hundreds of crores of rupees remained unutilised and got lapsed. ''Had the funds been expended properly, the power distribution and transmission system would have been improved to a greater extent,'' he added. Mr Tarigami urged the state government to make proper implementation of the Rajiv Gandhi Grameen Vidyuti Karn Youjna (RGGVKY) that aims at electrification of every habitat by 2010. He said following inefficient power distribution system, the pilferages had crossed above 50 per cent, thereby causing heavy losses to the state exchequer besides making the state a power deficit, which resulted in unscheduled power cuts. He said improper and poor alignment and laying of transmission lines not only affected the power supply but also caused a threat to live and property as was evident from the electrocution incidents happening day in and day out across the state. The State Secretary said for months together the damaged transformers remained unrepaired as there were only two central work shops in Kashmir and Jammu divisions that did not cater to the repairing needs. He demanded to activate the existing Divisional and District level workshops by providing technical staff and other infrastructure to these so that the damaged transformers were repaired locally to contain the rush on the central workshops. ''There is no justification in charging power tariff to the habitations that remain without power supply for months together,'' Mr Tarigami said, adding that such areas should be exempted from the power tariff for the period they remained devoid of the supply. He demanded to ensure scheduled power supply in the state especially in rural areas where people were forced to come to the streets for want of power supply. He drew the attention of the government for addressing this grave concern.''The power sector should be accorded priority with focused attention towards power generation and reforms,'' Mr Tarigami suggested saying that out of state resources mini and micro hydel projects be taken in hand to fulfill the energy requirements locally.The CPI(M) leader said vast hydro potential of the state was running waste as the successive governments in Jammu and Kashmir did not think of a long-lasting and comprehensive policy. He urged the government to devise a well evolved energy policy for identification and tapping of states hydro resources that would help the state to become power surplus one and boost the industrial sector in the state.
