| Panthers want Upper House to go | | | Early Times Report Jammu, July 7 : The Panthers Party has decided to move a bill seeking amendment to the state constitution for abolition of the Legislative Council. According to the party vice president, Harsh Dev Singh, "I have decided to move a bill for seeking abolition of the upper House which had become an unnecessary drain on the state exchequer." He said that the basic purpose of the bicameral system was to enable prominent intellectuals, technocrats, academicians, jurists to contribute towards formulation of sound policies for the state. He said that over the year this purpose has been defeated when the successive Governments have tried to convert the Legislative Council as a rehabilitation centre for the political leaders who get defeated in the Assembly elections. In support of his contention he said that both the National Conference and the PDP have managed to get number of partymen, who were defeated in 2008 Assembly election, elected to the Upper House. He said that another purpose for the bicameral system was to introduce checks and balance system but in the case of Jammu and Kashmir the Upper House has not been able to play the role for which it has been constituted. He said that several prosperous states, including Punjab and Haryana have abolished the bicameral system and a state like Jammu and Kashmir, which survives on 82 per cent financial support from the centre, cannot afford the luxury of having a bicameral system.
