EARLY TIMES REPORT
Jammu, July 10: After a long wait, the teachers and officers in four Universities in Jammu and Kashmir are all set to get their enhanced salaries as per the recommendations of Sixth Central Pay Commission, the cash rich Shri Mata Vaishno Devi University is also exploring possibilities of implementing new package around same time but the government appears to have disowned the Wakf funded newly come up Baba Ghulam Shah Badshah University in Rajouri and the Islamic University of Science and Technology, Awantipora.
A meeting of the Vice Chancellors of four Universities was held today in Srinagar under their chairman of their Chancellor, Governor NN Vohra and attended among others by pro-Chancellor Omar Abdullah, it was decided that staff of these Universities will get their July month’s salary as per the enhanced package. These Universities are: The University of Jammu, the University of Kashmir, SKUAST Jammu and SKUAST Kashmir. The enhanced package will be funded by own resources of these Universities and will be duly supported by the state government. Arrears will be settled the way it is being done in case of state government employees.
Ironically, the government appears to be turned a blind eye towards the similar issue of Baba Ghulam Shah Badshah University and Islamic University of Science and Technology which do not have any sources of their own even to meet their day to day affairs. When contacted a top official of the BGSB University said that the Vice Chancellor has a commitment to impalement the pay panel recommendations –including hiked salaries and arrears –but an exact deadline can not be confirmed at this stage.
Incidentally the Baba Ghulam Shah Badshah University and the Islamic University are headed by the Chief Minister as their Chancellor while Governor is the Chancellor of other Universities.
Meanwhile, the cash rich Shri Mata Vaishno Devi University, funded by the SMVD Shrine Board, is considering options of implementing pay commission recommendations along with other Universities through its own resources. An officer of the University confirmed that SMVDU staff will get hiked salary package from next month.
In Srinagar, at the meeting of four Universities, the Chancellor also exhorted the Vice Chancellors to carry out, interalia, an early internal exercise for the generation of additional resources and, side by side, effectively curtailing the non-productive expenditure with a view to improving the finances of the Universities.
Governor also stressed the high importance of ensuring the transfer of research outcomes from the laboratories to the land through improved synergies to boost productivity and production in the agriculture and animal husbandry sectors. He observed that the State has vast potential for horticulture production which needs to be optimally harnessed for boosting the economy and generating employment avenues. This should be done by creating a dynamic and synergetic relationship between science and technology and the farmers. Governor also called for mobilizing all possible resources for sustainable growth of the Universities in the State by promoting excellence and merit in the fields of education, training and research.
Chief Minister, reiterating the need for enhancing agriculture production in Jammu & Kashmir, called upon the Vice-Chancellors of both the Agriculture Universities for adopting at least one district in their respective jurisdictions or even rural Development Blocks, on a pilot project basis, where the improved agri-techniques could be intensively implemented for raising agricultural production and productivity. He said that such pilot projects could also serve as a model for other areas, to achieve the essential objective of enhancing productivity on a time-bounded basis. Chief Minister also endorsed the Governor’s concern regarding the need for Universities to contain and curtail non-academic expenditure and, side by side, mobilize resources for continuing improvement in the academic infrastructure.
