| NO SIGNS OF AL-QAEDA ACTIVITY IN JAMMU AND KASHMIR: ARMY COMMANDER | | | Jammu, September 27 The General Officer Commanding in Chief (GOC-in-Chief) Northern Command Lt-Gen. Deepak Kapoor has said that “we have not seen major signs of Al Qaeda activity in Jammu and Kashmir.” Addressing media persons on Tuesday evening at Udhampur Gen Kapoor said that “we have also read newspaper reports about Al Qaeda presence in Jammu and Kashmir. It does not worry us but till date we have not seen any signs of Al Qaeda activities in the state.” Gen. Kapoor said “the Army is well prepared to account for any terrorist, including those belonging to Al Qaeda,who are inimical to the interests of Jammu and Kashmir and the Union of India.” “As long as they create tension and terror in our territory we will continue to deal firmly with them, ”Kapoor said saying that it is the responsibility of the armed forces to take care of such elements. Asked for his comment on imparting arms training to children by activists of Al Qaeda and recovery of propaganda material in the form of CD’s from border districts of Rajouri and Poonch, Gen. Kapoor said “ it is against the ethos of any civilized society. Such a strategy is against any civilized society and if Al Qaeda is doing so it is discrediting itself.” In reply to another question, the Army commander said “there was some talk of ceasefire by militants with a long list of conditions.I am also given to understand that the talk was either muzzled and all went quiet as the offer was not in conformity with the plan of their masters across the LOC.” Asked whether ceasefire announcement from Hizbul Mujahideen outfit could have made some difference to the security scenario Gen. Kapoor said “ if there is sincerity from the other side it can work. But if other militant outfits do not cease fire it will be difficult of the Indian troops to identify Hizb activists from other outfits.” He explained that “if the spirit of ceasefire is not genuine militants may try to strengthen their bases and regroup themselves which the Indian troops will not allow.”He said, “ I am afraid it is not of much use. He said that the level of ingress of militants from across the LOC has witnessed marginal downward curve during the last one year. |
