Jan report is an eye opener
7/13/2009 11:52:29 PM
The judicial probe ordered into the rape and murder of Aisya and Neelofar in Shopian 43 days ago seems to have complicated the issue that has fomented unrest in Kashmir. The interim report submitted by Justice Muzaffar Ahmed Jan,a fortnight ago,was not as sweeping as the final report. The Majlis-e-Mushawarat,the peoples'body that is spearheading the agitation in Shopian, has bitterly criticised the Jan report on the plea that the commission has cast aspersions on the character of the two women. No doubt the Commission has not been able to identify those who had commited rape and murder of the two women,it has recommended prosecution of four police officials,Javed Iqbal Matto, superintendent police,Rohit Baskotra,DSP, Shafiq Ahmed Inspector and subinspector Gazi Abdul Kareem in fact commission has not been able to collect any specific evidence against these police officials, who have been suspended over a month ago it seems that Justice Jan has recommended their prosecution on the basis of the demand raised by people and the members of the Shopian Bar Association. The Bar members have been so much vocal on arresting the four police officials that they have urged people not to cooperate with the SIT,that has been constituted by the state Government for inquiring into the incident.Lack of cooperation from the people and the members of the Bar Association has forced the SIT to go slow with the investigation. If not anything else Justice Jan has lent indirect credence to the report of the intelligence agencies that have been claiming that some vested interests, especially those who are supporting the separatists, have learnt the art of laying "honey traps"for hooking security personnel which would allow them a chance to raise hue and cry over human rights violations. And during the last six months these "honey traps"have netted several security personnel.Justice Jan seems to have shown guts while recommending interrogation of Shakeel Ahmed Ahangar, husband of Neelofar who alongwith his sister Asiya were raped and killed. The commission's recommendation for interrogation of Ahangar is based on its findings that Ahangar's family has assets disproportianate to its known income. The Commission has recommended interrogation of Ahangar and his friends as Justice Jan suspected their hand in planning the execution of rape and murder of the two women. This way justice Jan has exposed the clandestine operations of the vested interests in laying the "honey traps"for hooking security personnel. The usual cry over human rights violations by the security forces is part of the plan to force the Government to withdraw troops and the paramilitary forces that could leave ample scope for the separatists and militants to play their game of subversion without any hindrance.Indications are that people in Kashmir, especially in Shopian area, will not be satisfied with the Jan commission findings, notwithstanding its recommendation for prosecuting the four police officials,It is time for the state Government not to be swept by "political dramas" being enacted by the vested interests.Such dramas usually result in loss of life and nothing else.
