Tiwari gets an add on, Khan’s wings clipped

Jammu, July 14: In top hierarchy of Forest Department it has long been a roundabout game of number one versus number two but in the latest round, as decided by today’s transfers and postings, the second senior-most officer of the department in state, RD Tiwari has emerged as champ.

Bout between the Principal Chief Conservator of Forest Irshad Ahmed Khan, a 1975 batch IFS officer and his number two, RD Tiwari, a 1977 batch IFS, has been no secret in the Forest department. It got intensified in past few years, particularly when efforts got afoot to corner Tiwari.

The muck in the department reached highest point in 2006-07-08 when certain issues in the Forest Department became key points of contention for sustaining a war between the two ruling coalition partners –the Congress and Peoples Democratic Party. Tiwari became a convenient scapegoat and was removed as chief of Integrated Watershed Development Programme after a committee headed by then Chief Secretary BR Kundal ‘indicted’ him for everything under sun. The charge IWDP was given to Khan. The report of this committee was tabled in the assembly at a time when Kundal’s way had been cleared for joining the Congress party and becoming Minister.

Shedding the baggage of previous coalition, the government has cleared way of Tawari towards top post in Forest department even as additional charge of Integrated Watershed Development Programme has been taken away from incumbent PCCF Irshad Ahmed Khan. PC Kapoor, IFS 1978, has been made Project Chief of the IWDP.

All this had happened at a time when Tiwari was tipped to take over as Principal Chief Conservator of Forests being the number two officer in hierarchy. After being completely sidelined last year, sometimes later he got posting in the State Forest Research Institute as its Director. However, with the change of guard the politics seems to have removed the files and Tiwari has charge of a post equivalent to Principal Chief Conservator of Forest even as he remains just a step away from the topmost post. The present PCCF Khan has already been there for three years.

According to government number 295 Est of 2009 Dated: 14-07-2009, R.D. Tiwari, Director, State Forest Research Institute will hold the additional charge of Chief Wildlife Warden, J&K in addition to his own duties.

Vinod Ranjan, IFS (JK:78) Directorate Forest Protection Force is transferred and posted as Chairman, State Pollution Control Board relieving Shri Lal Chand of the additional charge. P.C. Kapoor IFS (JK:78) attached with the Principal CCE is posted as Project Chief, IWDP relieving Shri I.A. Khan, Primary CCF of the additional charge.

Lal Chand IFS (JK:81) Director Soil Conversation is transferred and postes as Director, Forest Protection force vice Vinod Ranjan. He will hold the additional charge of Director, Soil Conversation till further orders. Manoj Pant IFS (JK:86) Conservation of Forest, Fast Circle Jammu is transferred and posted as Regional Director, Social Forestry Jammu relieving P.K. Singh, IFS of additional charge.

B. Siddartha Kumar, IFS (JK:86) awaiting orders of posting in posted as Joint Director, IWDP vice A.K. Tickoo. Arun Kumar Tickoo, IFS (JK:86) Joint Director, IWDP is transferred and posted as Conservator of Forest, Fast Circle, Jammu vice Manoj Pant. Asgar Anayatullah, IFS (JK:86) Conservator of Forest, Regional Wildlife Warden, Kashmir is transferred and posted as general Manager, State Forest Corporation.

F.A. Geelani, IFS (JK:95) Joint Director, Soil Conservator Kashmir is transferred and posted as Joint Director, Soil Conservator Central against an available vacancy. Javid Iqbal Panjoo IFS (JK:95) awaiting orders of posting is posted as Joint Director, Soil Conservation, Kashmir vice Shri F.A. Geelani.

Meanwhile, Naseer Ahmad Kitchloo, Wild life Warden, awaiting order of posting/adjustment in the office of chief wildlife warden is posted as incharge regional wildlife warden, Kashmir purely on a stop gap basis till a suitable officer is posted on substantive basis is arrangement will not confer any right to Kitchloo for accorded a preferential claim for adjustment against the post of Regional Wildlife Warden on a regular basis in the future.
