| FCI clarifies position on food grain availability | | | Early Times Report Jammu, July 17: Food Corporation of India (FCI) have denied the allegation appearing in media that there is scarcity of food grains/ ration in various parts of the J&K state, and blame FCI for the scarcity. As per press release issue by FCI clarifies that foodgrains to J&K State are allocated by govt of India on the basis of census report of 2001 and ration is supplied by Govt of India on the basis of ration cards issued by J&K Govt multiplied by 35 kgs per ration card. However, J&K Govt has fixed 13 Kg ration (Rice and Wheat) per soul. Since FCI is issuing food grains to J&K govt as per govt of India norms of 35 Kgs per family, J&K CA & PD Deptt. is facing difficulties in releasing full quota of 13 kg per soul. Earlier J&K Govt could manage the supply of ration @ 13 kg per soul out of total allocation by Govt of India as large section of population was not drawing full ration. However, since there has been no upward revision of central issue prices of food grains for the past several years and there is big difference between TPDS ration and prices of food grains prevalent in open market. Since foodgrains at Ration shops are being sold at very cheap rates, almost entire rationed population is nowadays thronging ration shops for drawing their ration. The release further said that reports are also being published frequently about seizure of FCI BPL ration and large part of ration is not reaching TPDS beneficiaries. It is clarified here that FCI has made fool-proof arrangement for movement of foodgrains in entire country. In J&K state also foodgrains are moved from neighbouring centres of Punjab state both by rail and road. All stocks received at Jammu railway siding are insured against any loss in transit or theft. Similarly stocks from Punjab and also from Jammu railway siding are moved to Kashmir valley and other hilly areas from over 100 routes and different road transport contractors of Punjab and Jammu. Terms and conditions are defined in the Model tender form which is applicable throughout the country. FCI has obtained security deposit worth crores f rupees from these contractors. In a recent episode when some loaded trucks meant for Kashmir valley were misappropriated. FCI deducted approximately Rs. 4 crores from defaulting contractors. Further FCI is releasing foodgrains to J&K CA & PD department against monthly allocations and against cash receipt. FCI plays the role of wholeseller responsible for issuing stocks to J&K CA & PD department and for that matter do not exercise any control over ration shops and internal distribution of food grains. If this ration is pilfered enroute or at distribution point/s ration shops, FCI has absolutely no role to play in this regard. It is responsibility of J&K CA & PD department to arrange fair distribution of ration to TPDS beneficiaries. Release further added that J&K govt have recently constituted a multi displinary committee, for monitoring of movement at Rajbagh (entry point of J&K state) and Lower Munda (entry point of Kashmir valley). FCI is extending all cooperation for making monitoring a success.
