| Unable to catch MLA for narco test: Police | | | Early Times Report Jammu, July 17: In a ten year old murder case near here, the Jammu Police have informed the court of its inability to move forward to get the polygraphs and brain testing accused as he is a sitting Members of the Legislative Assembly and permission is required from the Speaker. Police filed status report in alleged murder case of contractor Raj Singh whose dead-body was found lying in the Tawi River on March 30, 1999. In the status report filed on July 14, 2009 in which it has been submitted that the suspect Mr. Jugal Kishore is again a sitting MLA from Assembly Constituency Nagrota, thus under these circumstances, his Polygraph, NAT Test is not feasible for the time being till the permission for subjecting MLA Jugal Kishore is granted from the Speaker of J&K Assembly. In the status report is further submitted that Director FSL, Bangalore has intimated vide letter dated March 11, 2009 that services of Forensic Psychologist are not currently available with their laboratory, as such all these cases which have been scheduled after fixing the date for the conduct of polygraph, brain mapping and Narco Analysis Tests stands suspended until alternative are made. No suspect be taken to said laboratory for the test until further communication is received from the concerned officer. So the Narco Analysis Test has not been conducted so far. A process for obtaining necessary permission in respect of suspect Jugal Kishore sitting MLA from the Speaker J&K Assembly is going on. This status report was filed by police in application filed by the father of deceased Raj Singh through Adv Koushal Parihar. Upon this Chief Judicial Magistrate Jammu Mr. YP Bourney directed to file status report.
