| Crackdown on Unauthorised Institutes | | Career of hundreds of students, future of employees in jeopardy | | MUNISH GUPTA Jammu, July 17: Thousands of students studying in the institutes which have been issued notice by the state Government to prove their authenticity are no doubt left in lurch worrying about their future but the more stunning shock may follow for those who have already sought employment in the government sector on the basis of degree from such institutes. In a strong retaliation to the public notice issued by the department of higher education declaring 148 institutions as unauthorized without giving them hearing hundreds of students took to road today in Jammu and block the traffic who were protesting under the banner of Progressive Students Assosciation ( PSA) . The protesting students accused the government and the departments for the casual approach towards thousands of students pursuing higher education in such centers .Their are hardly any provision for us to study in J&K and sources available are being threatened to close. So that monopolization of higher education can be done by JU and hefty fee can be charged by other private college said Dheeraj of PSA. He further warned the some student Unions of Jammu University are causing hurdles in their studies and if they are aware of such things why don’t they have raised this issue before as these centres are running from nine years in the state and moreover it is a very Strange fact that where was the state government in these nine years , why have they not issued this list before when these study centres were opened in the state. According to N.K. Verma, Commissioner Secretary Higher Education, if these institutes are found to be non-recognized the degrees issued by them will be considered null and void and so the people who have sought employment in the government sector on the basis of such degrees will definitely face some consequences. Further, N.K Verma made it clear that the state government will not be responsible to the students who have been studying in these institutes as these institutes were never recognized by the state government and people joined them at their own risk. Though N.K. Verma has very easily shed his responsibility towards the students studying in these institutes but one thing which still remains unanswered is that these institutes have been mushrooming in this state for more than a decade now, so why the government of this State remained a mute spectator when it knew these institutes are illegal. But even the recent action of the State government against these institutes seems haphazard and unplanned as the public notification lists all these institutions under the head- “List Of Un-Authorized Institutions”, which even enlist some institutes which are only providing tuitions to secondary and higher secondary students without issuing any sort of degree or diplomas. According to N.K. Verma, the list has been issued on the basis of primary information available with the Department of Higher Education and the final decision will be taken once the complete information is submitted by the institutes. Manik another student said that why the name of IGNOU & DOEACC is not in the list. Have they been granted the NOC or government had granted NOC to them even if they have not applied for the same. Their is no application form for applying for NOC & no process is laid down for coaching centre or centre of distance education and they have been declared unauthorized without giving chance to apply. The PSA further said that they are going to submit the memorandum to the Govt. to take back the public notice & provide opportunity of natural justice to them. They also warned that if their demanded will not get fulfilled the authorities will have to face the dire consequences. The PSA also appealed all the students of all the centers and other Students Union to support them in their struggle. Some of the institutes have termed this action of the state government as highly irresponsible. According to Principal, PTU Study Centre, Gandhi Nagar the public notice terming the institutes as unauthorized has created panic in the student community. The government should have first sent the notices to the institutes and after proper enquiry should have declared the list of unauthorized institutes. The University of Jammu has already stopped recognizing the degrees of the private Universities through the distance mode since December 2005 and a recent notification of the University Grant Commission has declared the distance learning center of 39 private universities as illegal. Following is the notification by the state government but unfortunately no body is concerned to secure the future of those innocent students who got enrolled in these colleges to study and make a future unaware of the policies of the government.
