Moot proposal for express corridor linking GMC & Super Specialty hospital: Chib

JAMMU, JULY 19 - Minister for Medical Education Mr. R. S. Chib has called for coming out with a proposal to construct an express corridor to link the upcoming Super Specialty, hospital at silk factory, Resham Ghar colony with the Government Medical College, Jammu for further submission to Union Ministry of Health.
“I will place the proposal for construction of an express corridor along with additional expenditure before the state cabinet for taking it up with the Centre as the precondition for the Super Specialty hospital was that it should be in close proximity to the GMC,” Mr. Chib said.
The Minister was speaking during the visit to the construction site of 220 bedded Super Specialty Hospital here today. He said that for shifting the critical patients from GMC to the Super Specialty hospital, the corridor facility needs to be taken up urgently. He asked the executing agency, Central Public works department to factor in the additional delays in the completion of the project as the present government has made it amply clear to all the executing agencies to stick to the deadlines set for project.
Commissioner/Secretary, Health and Medical Education, Mr. Atul Dulloo, Principal, GMC, Jammu, Dr. Rajinder Singh, Superintendents of different Health institutions and senior officers of CPWD, PDD, R&B and Medical Education departments accompanied the Minister.
A power point presentation was also presented to the Minister, wherein he was apprised that the state-of-art Hospital will house six Super Specialties of Neurology, Neurosurgery, Cardiology, Cardio thoracic and Vascular surgery, Nephrology and Renal Transplant and Uro-surgery. It has been divided into three blocks with each block housing two Super Specialties. The hospital, spread over an area of 45 kanals has a plinth area of 19668 sqm and ground coverage of 17 percent. The ground floor will have all the OPDs with separate reception for each wing and a consultant room, the first floor will have the diagnostic services like CT scan, MRI, X-Ray facilities etc, second floor will have wards, the third floor will house ICU and CCU with 82 beds while as the fourth floor will have a bank of six modular operation theatres. The building will have a lower ground floor with an entry from the backside where different services like laundry, kitchen, hospital management etc will be housed.

It was informed that with thrust to health care, the Central government had taken up project of development of 13 Super Specialties all across the country, out of which those coming up at Jammu, Srinagar, Ranchi and Varanasi are being executed by CPWD. Centre had sanctioned Rs. 100 crore for each project while as Rs. 20 crore was given by the State government for upgradation of existing facilities. This Rs. 20 crore have been utilized in the construction of emergency block at GMC, Jammu and 200 bedded Pediatric block of SMGS hospital. The executing agency apprised the Minister that after factoring in the cost of equipments, the project cost has escalated to about Rs. 117.75 crore which will be borne by the Union Health Ministry.
Stressing on recruitment of doctors and paramedical staff simultaneously, the Minister said that that the unless the recruitment is carried out before hand and the service equipments made functional on time, all the equipments installed in the hospital will be converted into junk and become obsolete. He called for carrying out all the allied works like functioning of 33/11 KV sub-station, Sewerage Treatment plant, water supply etc parallel to the construction of hospital building so that the flagship project comes upto the expectations of the people.

Terming the project as the dream project of Union Health Minister Mr. Ghulam Nabi Azad, Mr. Chib said that the Centre has been cooperating with the State government to complete the project within the targeted timeframe. He said that the Chief Minister is also keen on getting all the under execution projects completed, adding that coordination at the highest level and ensuring simultaneous works on all fronts can only ensure completion of the project in next year.

The Minister asked the executing agencies to make no compromise on the quality of building material and ensure that the hospital comes up as a premier health institution of the country. He called for expediting the tendering process so that the equipments are procured on time and installed. He said that health being the core area dealing with the life of the people, government is committed to ensure that medicare is available to all the people, adding that with the completion of this prestigious project, state will take a lead in referral and tertiary health care.
