Work paralyzes in govt offices in J&K

Work in the government departments and public sector undertakings came to a halt as nearly 4.5 lakh employees across the three regions of the state struck work Thursday in demand for the charter of demands including the implementation of the Sixth Pay panel recommendations agreed by the state government last March.
Joint Consultative Committee— an amalgam of various employees unions including both factions of EJAC— had called for the two day protests and hartal to press for charter of demands including payment of arrears from 2006 in cash.
The employees staged protests rallies across the state yesterday, affecting the normal working of the government and public sector offices in the state.
Alleging unsatisfactory response from the government, the employees from both government departments and public sector units stay off their work to press their demands included Release of 6% DA from January 2009 that 22% DA on the revised pay scale should be issue forth with, enhancement of wages of daily rated workers and state share for Anganwadi workers should be released, house rent 20% on the pattern of central Government employees be made, issue the orders for release of 6th pay commission Arrears from 01-01-2006 to onwards in favor of both in-service employees and pensioners as per commitment, regularization of temporary adhoc, contractual and consolidated employees and committee should submit its report in due time i.e. before August 2009, removal of anomalies of different cadres immediately, conversion of COLA into DA for public sector employees, removal of short coming in SRO-93, enhancement of retirement age from 58 to 60 years.
The one day strike has been called by Joint Consultative Committee (JCC) of J&K State Government Employees.
The Main programme of JCC was held at Exhibition Ground outside Press Club where the employees under the banner of JCC staged protest dharna
The striking employees were shouting slogans ‘Hamere Masile Hal Karo - Barna Agitation Face Karo, Cabinet Decision Lago Karo, Temporary Workers & Employees Ko Pakka Karo, Pay Anomalies Door Karo, COLA to DA Main Convert Karo-Barna Agitation Face Karo, Mehnat Hamari Loottumahri -Nai Chaligi-Nahi Chalagi, Coalition Partner-Apna Wada Poora Karo, Warna Agitation Face Karo’
Talking to media persons during protest dharna, Ram Kumar Sharma, member of JCC said “Though the Government has concede their demand of implementation of 6th pay commission and employees got hike in pay but there are other demands including cabinet order for 6% DA, arrears, COLA into DA etc over which Government maintained stony silence.
He said that due to cold response of the government JCC has been compelled to intensify their agitation for implementation of cabinet decision for arrear of 6th pay commission, after code of conduct enhancement wages daily rated workers will be issued short coming of SRO-93 and issue of 20% house rent at the pattern of central government employees and other issues will be discussed and finalized in the first week of May 2009.
In Jammu, the rally was addressed by Pardeep Kumar Mohd Gafoor Dar, Sushil Sudan, Subash Chander verma, Amrik Singh Balwan Singh Jamwal, Ganesh Khajuria and others.
While Abdul Qayoom Wani, Mohd Khurshid Alam, Sayeda Ladakhi, Hajji Bashir Ahmed and other members of JCC held protest rally in Srinagar and appealed the government to implement of employees demand without further delay.
A massive rally of civil secretariat employees was held in civil secretariat lawns under the leadership of Nazir Ahmad, Ghulam Mehndi, Mustaq Ahmad Khan.
The Constituent units of the JCC of Jammu, Kashmir and Ladakh and coordination committee of secretariat employees unions have decided to hold a meeting of the 30 members of the JCC will be held at the earliest in Srinagar to decide the future course of action.
