Govt planning to reform higher education, says Malik

Jammu, July 25: The Government is all set to reform the higher education to make is more affordable, accessible and relevant to the desiring students and the professionals.
This was stated by Minister for Higher Education Abdul Gani Malik while interacting with a delegation which called on him here last evening.
The Minister, while referring to the notice issued by the government recently, said that the intent of the Government to issue such a notice was to warn those inferior institutions that had no standards, recognitions or quality control and added that most have them have already closed after this notice. The Minister assured that the students enrolled in such institutions should not panic as their future is secured and they should peacefully continue their studies. "
Earlier, the delegation led by M S Katoch President of the Jammu and Kashmir Learning Centre Association presented a memorandum to the minister listing 148 institutions that have been notified as unauthorized and welcomed the government move to categorize the institutions operating in the state.
Katoch apprised the minister that in J&K the enrollment ratio in higher education was the lowest as compared to other states in India. The GER in J&K is 5.89% against 13.5% in states like Maharashtra, Tamilnadu etc. Even the neighboring states of Himachal and Punjab have the GRE as 13% and 9% respectively. This was primarily due to lack of Private Participation in Higher education and lesser contribution of continuing education, he maintained.
It was highlighted that certificates issued by IGNOU & DOEACC are accepted by the J&K Government and state Universities where as they are also awarded through the distance education mode. Under the J&K Private Colleges Act 2002 a College has been defined as an educational institution affiliated to the University of Jammu or University of Kashmir. Thus, the J&K Private College Act restricts itself only to regular mode of education and the norms prescribed by the department are only pertaining to colleges and not study centers.
M. Dewan, Regional Head, Punjab Technical University, stated that nationally and internationally distance education is the preferred choice for students who are deprived of higher education for reasons such as social, personal, geographical and economical. Popularly working professional and drops outs are choosing distance mode of education so that they can pursue jobs along with studies. This is a learner centric system where students are provided Self Instructional Material, Computer Based Tutorials, Web Based Learning Management Systems, Audio Video Instructional Material and other Technology Based learner techniques. The infrastructure prescribed by IGNOU or DEC is sort of a Public Library where students have access to Internet, library, Group Discussions and a point of contact for clarifications from mentors and guest lecturers. Courses like Engineering, Medical, Nursing, Doctorate (Phd), Research (MPhil), Law , Pharmacy , Agricultural, Architecture etc cannot be offered through distance mode as they are governed by respective councils like AICTE, NCTE, NCI etc. It was clarified that such centers established all over the country are not colleges and do not issue any certificates on their own. All the essential functions of the continuing education system are governed and performed by the University or the principal. This includes designing a course and curriculum, providing learning material, conduct of examination, evaluation, certification and governance. Basically this is an enhanced version of the traditional correspondence course that is facilitated by local centers of excellence that are established by the Universities or parent organization.
