VOJ presents challan against Tehsildar, Ors

Jammu, July 25- Vigilance Organization today presented challan against then Tehsildar Shanti Saroop Gupta, Patwari Farooq Iqbal Qazi and Baldev Singh a property dealer in the Court of Special Judge Anticorruption Jammu for illegally allotting stand land to different individuals against huge consideration.
Special Judge Anticorruption Jammu BL Bhat ordered accused Tehsildar to furnish bail and personal bond to the tune of Rs 20,000 each, which was furnished by the accused Tehsildar who was produced by the VOJ in the Court.
On a specific information that Shanti Saroop Gupta, then Tehsildar Jammu and Farooq Iqbal Qazi, then Patwari Halqa Deeli, Jammu in criminal conspiracy with Baldev Singh son of Nanak Chand resident of Sai, Tehsil R. s. Pura, Jammu at present Apna Vihar, Kunjwani, Jammu have fraudulently allotted 219 Kanals of state land under khasra No. 61 & 62 Min of Patwari Halqa Deeli in favour of different individuals and under the conspired plan the accused public servants in league with non-official accused made subsequent sale of the allotted Slate land to different individuals against huge consideration the Vigilance Organization registered a case FIR No. 28/2006 on November 27, 2006.
The investigation conducted has revealed that under a well knit conspired plan, accused Baldev Singh', a real estate dealer by profession, dishonestly managed to obtain applications from seven displaced persons namely Meenawati widow of Late Mani Ram, Saroop Singh of Badan Singh, Janak Singh son of Prithi Singh, Dulat Ram son of Hukum Chand, Raj Singh son of Beli Ram, Amlok Singh son of Avtar Singh, Harmeet Singh son of Gurbaksh Singh in the name of then State Revenue Minister for allotment of land in their favour as displaced persons. It is further alleged that above said applications were managed by the accused Baldev Singh through one of his contact man late Tika Ram then Girdawar Tehsil office, Jammu. It was further alleged that accused Baldev Singh got the said applications endorsed by then Revenue Minister in the name of DC Jammu for action under rules. It was further alleged that the said application as a part of criminal conspiracy was processed by accused then Tehsildar Shanti Saroop Gupta of his own and marked the applications to accused Patwari Farooq Iqbal Qazi for report. It was further alleged that accused Tehsildar was retiring from service on January 31, 2005 as such he in order to achieve object of conspiracy issued an illegal order dated January 28, 2005 on the basis of baseless and fabricated report prepared by accused Patwari.
Prima facie establishing the case against the accused Shanti Saroop Gupta then Tehsildar Jammu (now retd), Farooq Iqbal Qazi then Patwari Halqa Deeli Jammu and Baldev Singh alias PAPA and after accord of sanction from the government for launching prosecution, VOJ today presented challan in the Court of Special Judge Anticorruption Jammu through CPO Purshtom Sharma.
