| J&K gets Rs 5500 Cr. Plan , Rs 1200 Cr for PMRP | | | Early Times Report Srinagar, JULY 25 – J&K State gets an all time high plan outlay of Rs 5500 crore under normal plan and Rs 1200 crore under Prime Minister Reconstruction Plan (PMRP) in the Annual plan meeting 2009-10 for Jammu and Kashmir held today afternoon in Yojana Bhawan, New Delhi .
This was stated by the Minister for Finance Mr. A. R. Rather while addressing a Jam packed press conference here today. He said as compared to Rs. 2500 crore allocated in 2003-04, the state received Rs. 5500 crore for the current financial year which is 22% higher in the normal plan.
Chief Minister Omar Abdullah was assisted by Finance Minister. Abdul Rahim Rather, Economic Advisor Jalil Ahmed Khan Chief Secretary Mr. S.S.Kapur, Financial Commissioner, Planning and Development Mr. S.L.Bhatt and Commissioner Secretary, Finance Sudhanshu Pandey. Principal Resident Commissioner, Govt. of J&K, NewDelhi Mr. S.S.Sahni also witnessed the meeting.
The Deputy Chairman, Planning Commission Mr. Montek Singh Ahlluwhalia was assisted by the secretary and the members of the commission.
Mr. Rather said the percentage increase in the plan size with respect to the last year’s plan is of about 22% in case of the normal plan and 18% increase in the PMRP.
In continuation to the earlier meeting, the Finance Minister said that on July 22, 2009 the discussions held in a cordial atmosphere were very comprehensive and candid from both the sides. He said Priority has been given to power, education, health and connectivity. Chief Minister was of the view that development is an effective antidote to militancy and thus explained the need for a plan size that would accelerate the development process in the state, Mr. Rather said.
The Finance Minister said that the state will get Rs. 1900 crore for Centrally sponsored schemes while the state Govt. has already kept aside Rs.643 crore as state share for the purpose. Mr. Rather said that the govt. has decided to setup a monitoring cell to review the functioning of the centrally sponsored schemes so that utilization certificates are obtained from the respective agencies in time. This, he said would enable the Govt. to get more funds for these schemes from the centre.
The Finance Minister expressed his gratitude on behalf of the State Govt. to Prime Minister Dr. Manmohan Singh for exhibiting positive approach and said that the Prime Minister has assured the Govt. to make J&K a model state in the country. He also complemented the Union Finance Minister Mr. Pranab Mukerhjee and described him a practical personality. He said UPA chairperson Mrs. Sonia Gandhi also extended support in this behalf.
Mr. Rather also complemented Dy. Chairman, Planning Commission Mr. Montek Singh Ahluwalia and his members and secretary for extending full support to the J&K state in finalizing the annual plan.
Mr. A.R Rather thanked the Chief Minister Mr. Omar Abdullah for extending his support to the state’s Finance Ministry in drafting the annual plan and holding preliminary meetings with Prime Minister and other concerned Ministers so that J&K gets highest ever annual plan. He said Chief Minister succeeded in convincing the Prime Minister and Planning Commission members in this behalf.
In reply to a question the Finance Minister said that PMRP will continue till 2011-12. Replying another question regarding Sixth Pay Commission Mr. Rather reiterated that the govt. is committed to provide salaries to the employees on the new scales in the current month adding that the Govt. is firm to its commitment.
Regarding the utilization of funds the Finance Minister said “ No doubt we have limited period of the financial year but Govt. will fulfill its commitment and meet the challenge to complete the development and other welfare projects”. “ We all have to work hard to usher J&K state into a new era of prosperity and development”, he added.
Replying another question regarding vote on account and its utilization the finance Minister said that an amount of Rs. 2700 crore were passed as vote on account for five months for various schemes and projects. He said a major chunk of amount was spent on various schemes and projects, adding that all the unpaid bills upto June 20, 2009 were also cleared.
Giving details about the annual plans, the Finance Minister said the state received allocations during the year 2003-04 Rs.2500, 2004-05 Rs. 2708 crore, 2005-06 Rs. 3000 crore, 2006-07 Rs. 3500 crore, 2007-08 Rs. 4000 crore, 2008-09 Rs. 4500 crore, and for 2009-10 Rs. 5500 crore.
Mr. Rather said that the Deputy Chairman expressed his agreement with the views of the Chief Minister regarding the increase in pace of development in the state. He also laid emphasis for qualitative improvement in terms of outcome of the schemes which are run by the govt.
Concept of Private Public Partnership (PPP) was also discussed in detail and it was agreed that if encouraged this would be very helpful to raise the employability in the state, Mr. Rather said.
