| Indifferent police attitude towards public sours police-public relations | | | Khushwant. S. Ranial Healthy discussions, debates, seminars held and out numbered write-ups have been made as well as written by worthy scholars on police public relations reflecting public wrath towards police right since Indian Independence. Now, very often, if such type of write-ups, if ever is found printed in any Jowmal, magazine or newspaper, I personally do feel that it might be carrying any lucid response from a very vivid reader owing to a prejudiced public perception settled like a dust on the minds of a common man about police functioning and an outwardly response of the people towards general masses in their urgent need of hour or at the time of crisis. In future truly, public perception towards police will never improve for years together as well on the account of the fact that until police own conditioning with respect to the changing social milieu is not emphasised and addressed too. The core issues which distracts a policeman from effective handling of the situation requires a patience listening and crafty acumanship and professional adeptness but it is generally observed that such skills have been found wanting among the police cadres irrespect of rank and file, at least majority of them, are none other than lower subordinates who grow under the very shade of their superiors from whom flow of energetic response should come in. An interaction and communication gap is too much. No doubt, discipline is the pivotal point which demands due attention to keep forces in line on toe but at the cost of mutual listening, sharing og views and understanding one other’s problems does not seem an encouraging factor to extract the best of the results. Society is heterogenous where every individual is having one or the other problem based on one’s psychology, mental make -up, pysiological set up, social and societal adaptability and natural environs. Under such gamered and cornered pulls and pressures, often it appears as if a policeman is living in a state of wilderness and isolation where no body is there around him to lend him support and acknowledge and put his contributions for his yeoman’s 24x7 hours unstoppable services throughout year without an iota of seconds of respite. Under such a compelling circumstances, should one expect miracles or wonders from a policeman who is chained like a beast animal with a limited arena, area to walk and brood over? Can a ravaged mind deliver like a savaged and civilized one? Can a fatigued and ill body be able to confront the valley of questions of a complaint in a police station or a traffic cop who is lending around 12-14 hours uninterrupted services to the societyby bearing the brunt of the heat of a scorching sun in summer? Absolutely never. Not al all. If any one thinks, so otherwise by siting in an air conditioned rooms on cozy chairs shall be living in the fool’s paradise, for which I honestly seek even pardon to comment so. Remember, a policeman is a human being. He is not a robot or a machine who will keep on working without break. He also lives in the same society in which we all other human beings live. He to needs rest to brood over what is good or bad, virtue or vice, he is also having family who too requires his/her due attention for various familial chores, needs etc. His spouse, one’s better halves, children demands his/her presence around them like others in old hours, by the evenings, family functions, festivals, etc. But over-business and an excessive engagements keep a police official so much occupied that one barely finds time for one self to overcome the grief, anxiety, depressions, floominess which adds to his existing miseries thus multiplying woes beyond reparable measure. A policeman’s own recognition gets so deeply damaged internally so much so that almost his own conscience gets choked to recognise other’s feelings. But this doesnot mean that problem is insolvable. It asks for deeper amount of re-orientation, introspection and analytical surgery to review the causes for the quick remedial measures. Police being the lone law enforcing agency is the face of society. It is like a mirror where public face it to see their hopes met without despair or disdain. But all such is possible only if a policeman is given ample opportunity to come out of shell to realise about his status, position, place in societal herarchy. Until a police oficial groops in the darksness, he will subjected to otherws with same bent of mind and thinking causing embarassment and annoyance thus lowering the image of police in totality as an institution or organization. The freedom of expression without any check should be floated to a police official. His living standards working hours, leave amenities, financial benefits timely promotions, transparency in transfers on merits, rewards on extraordinary gained achievements without any favour etc are few prominent among varying prominent features asks for urgent redresals and review. To add more, best infrastructure should be placed at their hand at their place of posting and deployment which is quiet pitiable and inhuman to fall par at excellence. Unfavourable working culture condition failing to match, the human tendencies equally compounds the disinteresting issues. Let those sitting at the helm of affairs realise that time has come to encourage police function as a separate independent entity for better governance of law and order than to serve as a tyrranical tool of her political masters to meet their desired end.
