| Parents must resist mismanagement of private schools | | | Hitaishi There is wide spread resentment among parents of the students studying in private school that they are fleecing the parents and exploiting the situation created by non-performing/less performing govt. teachers reflected by their too dismal results. unfortunately despite simmering discontentment and agitating minds of people towards unbridled behaviour of private schools regarding too exorbitant charges admission fee, tuition fee and other charges, making supply of uniforms, text-books and other prescribed school articles as a compulsory measure is proving an earning and profit teering business proposition for the pvt. school. Instead of charging admission fees only once at the initial time of entry into their schools, they charge admission fee every year while entering into next higher classes. All this speaks volume of callous and indifferent attitude of the education department and complete breakdown of supervision and control by the government over the private schools. There can be no dichotomy of view that the nexus between the education department and the pprivate school proprietors is the major contributing factor for flourishing of private schools. Whereas there is no denying of the fact that in order to make the educaiton universal and accessible to one and all, supplementary and complimentary role of private school/educations institutions cannot be underestimated. However in absence of effective regulatory mechanism by the education department, unfortunately the private schools are proving institutions for affluent class, promoting the spread of private schools even in villages. The tax payers in general and the parents in particular have every right to question the Govt. for creating the prevailing scenario where in Govt. teachers inspite of better qualification and emoluments are not producing the expected results. Thus paving an alternative for the people to look towards private schools and the Govt. servants even of education department feel shy of admitting their wards in to Govt. schools. This has resulted in to a status symbol of senting the children to private schools. No body raises the accusing figure towards private schools for dispropitate high fee which cannot justify their results with forcing their students to go after private tuitions. This exposes hollowness of tall claims made by private schools for better results than govt. schools. TUTION FEE Tutorial group or individual teachers indulging in tuition have become a fashion amongs the so called advanced/ highly educated/ elites/ rich/ leading personalities. Common man follows the life style and activities of such people. But unfortunately the so called superior class of the society spreads germs of numerous social evils. Wind of such ills blows from western countries, contaminate the metro-politan cities of India who have resources and access to visit foreign countries frequently in no time. They feel superior to other peoples of the country, however they become ideal and inspiring in the eyes of common people living in other cities in turn who feel proud in picking up traits of western civilization and in turn they feel superior than people living in the villages who follow their suit, thus destroying the very fabric of the Indian culture and civilization. This is why, driven by psychological impuses, even the economically socially, educationally and politically backward and poor who can’t afford tuitions for their children get induced to engage tuitions for their wards and even sending to private schools. This produces mental, physical and financial tortures and forces them to earn money through unfair and foul means which breeds corruption, creates wedge between the poor and rich, creating social imbalances and social disorders. Vichar Kranti Manch International- a social-spiritual organization believes that only an awakened society can fight the evil designs of the rulers who feel proud in dictating their terms to further their own interest. This holds equally good for the proprietors of the private schools. Recent incidents as reported in the media i.e. parents association of heritage school Jammu & DPS Jammu have taken a extremely useful, inspiring, praiseworthy and worth emulating lead by organizing themselves and struggling against the tyranny let loose by the said private schools. They have demonstrated wisdom mustered by courage, conviction and leadership qualities, concern for the society unlike others who are self centered and indifferent to the society. VKMI expects parents of all private schools to organize themselves and resist the unilateral decisions made by the management committees if the private schools from time to time regarding hike in admission, another feel charges and increase in cost of text books, stationary articles etc made compulsory on the pretext of ensuring uniformity. We salute the enlightened souls belonging to different social, political, religious organizations and parents of different shades of the society who have openly and vigorously demonstrated recently against the high heededness of private schools who have converted the seats of learning into the commercial enterprises for their earnings. VKMI advocates and pleads for:- 1) Revocation of defective Govt. order vide no Edu/PS/C/S/11/05 dated 11-9-05 providing free license to Govt. teachers to engage in Private tuitions except two hours before and after school hours. A total blanket ban on private tuitions by the government teachers is a must. 2) Education department must create a central cell in the directorates of school education to monitor, evaluate and effectively control the fee and other charges, structures of private schools and sale of uniforms, stationery, textbooks etc on cost. All this must be controlled by the dully constituted management committees for each private school with adequate representation of parents association and officers of school educational department. 3) At least 20 % seat must be reserved by the private schools for the economically poor with free from admission fee and other charges and supply of free uniforms, poor with free from admission and checked by the education department through surprise visits and also in presence of management committees. 4) Govt. school education department must ensure at least quarterly parents meets with such management committee for exchanging feed back regarding moral and ethical value inculcated in the students as a Joint venture of sharing the responsibility of producing good students by the good teachers between the parents and the teachers instead of shifting the responsibility.
