| No Ramadan ceasefire--unfortunate | | EDITORIAL | |
The non coming into force of Ramadan ceasefire between the terrorists and the security forces in Jammu and Kashmir is highly unfortunate. It has belied high hopes raised as a result of media hype over the prospects of ceasefire taking place, at least for the holy Ramzan month, commencing September 25, which was even expected to get extended beyond that. However no announcement to this effect came either from the government of India or from any militant outfit, including the main local outfit Hizbul Muzahedin. On September 25 itself the militants struck in Kashmir as well as in Jammu killing some people, including a woman cop injured in a grenade blast on the police vehicle lobbed by the militants. Similarly during last 2 days, viz September 26 and 27 a handful of terrorist strikes on the security forces as well as the civilians have taken place, resulting in blood shed and killings of innocents. Similarly the security forces too continue their anti terrorist operations, resulting in the elimination of few militants. Thus the Muslim holy month of fasting, when prayers are held for the peace and well being of the people at large has not been free from blood bath and destruction. The adamancy on the part of militant outfits not to give any assurance or hint of their positively reciprocating any initiative by the government in this behalf has been responsible for ceasefire not coming into existence. Hizbul Muzahedin, who alone responded to the reports in the media in this behalf set some very hard and unreasonable conditions for accepting the ceasefire. No government worth the name could accept these conditions, which tantamount to abject surrender before the mercenaries. Further there was no guarantee that the hostilities on the part of other terrorist outfits will also come to halt, since many of these groups had outrightly rejected any possibility of their suspending to strike. There is still scope and hope can be pinned that wise sense prevails among the terrorists, who call their acts as Islamic Jehad, to follow the true spirit of the teaching of Islam and their Prophet Mohammad to chun violence and killings of innocents at least during the holy month, for the government of India and the security forces to follow the suit. In the meanwhile protest demonstrations in parts of Kashmir at criticism by some secessionist groups against warrant of execution of death sentence, issued by the Sessions Court in Delhi on Mohammad Afsal, to be hanged in Tihar Jail on this October 20 is totally unreasonable and unjustified. Mohammad Afsal who was convicted in the December 2001 in the Parliament attack case was earlier awarded death punishment, after his guilt was established, with due course of law taking place and his appeal against the death sentence having since been rejected by the High Court as well as the Supreme Court of India. While the course for mercy petition by Afsal or his counsel is still left, the objections raised by some Kashmiri secessionist, to the legal course being carried to the logical end, are totally uncalled for. While these secessionists welcome any action taken under law by some security personnel, who commit some excess on the innocent, in course of their anti terrorist operation, the reason advanced by them for not executing the death sentence on Afsal, who conspired and took active part in the execution of attack on the highest seat of Indian democracy only betrays their double standards.
