| Transparent transfer policy in Education Deptt : Peerzada | | | Early Times Report Srinagar, July 28- Maintaining that there is a clear transfer policy for government employees including the employees of the education department, the Minister for Education Peerzada Mohammed Sayed said that both the Directors of School Education are competent to make transfers of teaching and non-teaching staff. Giving salient features of the transfer policy in vogue in the state in reply to clubbed questions of Baldev Raj Sharma and Jagdish Raj Sapolia in Legislative Assembly today, the Minister said that Directors of School Education of Kashmir and Jammu are competent authorities to make transfers of lectures of higher secondary schools, headmasters and headmistresses, masters and senior teachers and other posts within the provinces. Similarly, CEOs are competent to transfer within the district the non-gazetted teaching staff up to master’s level. He said the time limit of maximum three years and minimum of two years shall be the ordinary duration of stay of a government employee at one place before which no transfer should ordinarily be made. However, the term of teaching staff posted in far-flung areas from outside their districts of residence should be only two years. He said the premature/mid-session transfers for administrative reasons or health grounds of all gazette and non-gazetted officers/officials would be made only after obtaining the orders of the Minister Incharge Education through the Administrative Department. He said besides, the government has also issued the guidelines relating to Inter-District transfers. He said the claims for inter-district transfers of employees of Education Department for reasons of security and on medical grounds are considered on the recommendations of Additional DGP. He said the transfer orders in respect of six headmasters were modified due to the posts becoming available in their respective districts where they are expected to discharge their duties more efficiently. Currently, the schools are closed in Jammu division due to summer vacation and the substitute of these six headmasters will be posted within a fortnight, he added.
