| HC orders status quo in govt notice to PTU , other study centers | | | Early Times Report Jammu, July 29- In a petition a petition filed by Punjab Technical University,(PTU) through its Registrar, Kapurthala Road, Jallandhar, Punjab and its six learning/study center, challenging public notice issued by the Higher Education Department declaring 148 institutions unauthorized, Justice Muzaffar Hussain Attar of J&K High Court Jammu Wing today issued notice to respondents returnable within 10 days and ordered that till then status-quo should be maintained. This order was dictated in the open court. In the petition it has been submitted that PTU is a state University established by the Government of Punjab under the Punjab Technical University Act 1996. The university was incorporated and established to promote technical education training and research in technical education and to create inter-entrepreneurship for pursing technical education in close cooperation with industry. It was further submitted that while study centers recognized by the PTU were functioning normally, a public notice was issued by the J&K Government through its Deputy Secretary to Higher Education Department, directing the study centers to produce the permission/approval/affiliation before the Director Colleges, Higher Education J&K within a period of 15 days failing which action as warranted under the J&K Private colleges (Regulation & Control) Act 2002 would be taken. The impugned public notice proceeds on the hypothesis that the petitioners are unauthorizedly admitting the students in their colleges/institutions for course being run by them with prior permission of the Government of J&K and affiliation by the Jammu University. In the petition it has been prayed before the Court for quashing public notice issued on July 15, 2009 by the respondents. JNF
