| Akhoon, Shabir vow to streamline CA & PD | | | Early Times Report JAMMU, AUGUST 03 – Faced with unprecedented food grains shortage and complaints of leakages, the Consumer Affairs and Public Distribution Department has announced a slew of reforms to ensure effective monitoring mechanism and efficient delivery system. The Department with the help of NIC has formulated an ambitious scheme of total computerization of PDS with proper data base and introduction of SMART card to get rid of pilferages. Announcing it at a meeting of MLAs of Jammu, Samba and Kathua districts, Minister for Consumer Affairs and Public Distribution Qamar Ali Akhoon and Minister of State Shabir Ahmed Khan said that the Govt do everything possible including support of legislators to contain pilferage of food grains, improve distribution system and enforce accountability at various levels. This, he said, would be done through by bringing total transparency in the system. The initiative of interaction with the legislators is part of the strategy to apprise them about the factual position and steps taken by the deptt to put the system on sound footing without compromising with the vested interested elements who have developed nexus in the Deptt over the year. The Secretary to Government CA&PD department K B Jandial gave a detailed power-point presentation listing all issues connected with the PDS. Director CAPD Jammu Hemmat Kumar Sharma and other senior officers were also present at the meeting. The Ministers and Secretary listened to their suggestions for strengthening of monitoring mechanism and public distribution of food grains, one of the major activities of the department. Prof Chaman Lal Gupta, Ashok Khajuria, , Jugal Kishore , Bimla Luthra , Indu Pawar, Charan Jeet Singh, Jaghdish Raj Sapolia, Durga Das Bharat Bhushan, Prof Garu Ram and Sham Lal Choudhary representing various constituencies of the three districts attended 4 hour long meaningful interaction, first of its kind in the department. This interaction will be institutionalised with holding of periodical meeting district wise. Taking serious notice of serious coplaints, the Minister ordered disciplinary action against some of the TSOs with direction to director to suspend licenses of a few K. oil and Fair Price Shops. The MLAs raised certain queries and gave their suggestions for improvement on various levels of public distribution and protection of consumer rights of the public that forms another major activity of the CAPD department. Responding to the queries raised by the MLAs regarding rationalization of BPL lists, Minister said that a massive exercise has already been initiated at the department level in this regard. He said the exercise involve deletion of ineligible families and addition of deserving ones who are not getting the benefits of subsidized foodgrain provided to the households falling under this category.
