| Harsh moves Bill seeking abolition of Upper House of state Legislature | | | Early Times Report Jammu Aug 04 Harsh Dev Singh NPP MLA and leader of the Panthers Legislature Party has moved a Bill seeking the abolition of Upper House of state Legislature. He said it is high time that the J&K state too must acknowledge the fact that the Legislative Councils have lost their relevance in the present day democratic set up and have only proved to be a white elephant. In a press statement he stated that the Bill has been entertained by the Assembly secretariat and enlisted for tabling on the floor of the House as ‘L.A. private members bill no. 37 of 2009’. Tabling his objects and reasons appended to the aforesaid Bill, NPP leader Harsh Dev Singh has averred that the futility of the Legislative Council has been acknowledged all over the country and 24 states of the Indian Union have already abolished the Legislative Council in their respective states. He sad the Legislative Council has outlived its utility over the years and proved to be a major drain on the scarce resources of the state. He said, “unfruitful expenditure on the sustenance of the Upper House needs to be appreciated as has been rightly done by various other states who have finally disbanded the said councils.’ NPP leader also has stated in the Bill that “The Legislative Councils were conceived initially for a specific purpose and with a definite objective which stands violated with impunity by successive governments for political and vested interests. The mandatory provisions have however been violated with impunity by successive governments to suit their own political interests and the members are elected and nominated solely on political considerations and the Upper House virtually has turned out to be rehabilitation centre for defeated and disgruntled politicians. ‘The financial aspect of the matter can also not be over looked. The annual expenditure on the sustenance of the institution of Upper House of Legislature including the expenditure incurred on salaries, allowances, security, discretionary grants etc of its members exceed Rs. 100 crores approximately which could better be utilized for more productive purposes including creation of employment avenues for educated un-employed youth of the state, he said. Giving the names of states where the Legislative Councils stands wound up, he said the list includes West Bengal, Tamil Nadu, Madhya Pradesh, Rajasthan, Gujarat, Orissa, Kerala, Assam, Punjab, Haryana, Chhattisgarh, Jharkhand, Himachal Pradesh, Arunachal Pradesh, Tripura, Nagaland, Manipur, Meghalaya, Goa, Mizoram, Sikkam, Uttarakhand, Pondicheery and Delhi and said the government needs to give a serious thought to the issue and to adopt a positive attitude after a thorough and thread bare debate in the Legislature in view of the gravity of the matter.
