| Rather’s 9th budget today | | | Early Times Report
Jammu, Aug 9: Availing enough of time to show the much promised change in management of state’s finances, the Finance Minister Abdul Rahim Rather is all set to present his maiden budget of the current term.
The state’s budget for financial year 2009-10 was normally scheduled to be presented in earlier in the months of February-March but the coalition government wanted to avail more time to understand exact state of financial affairs and have an idea of what was being given by the Planning Commission in state’s annual plan.
Rather today gave final touch to the Budget proposals of 2009-10, here this evening. The Budget will be presented on August 10 in the House, tomorrow. This will be Mr. Rather’s 9th Budget as Finance Minister of the State.
It is worth mentioning that the government had earlier passed Vote on Account in March-2009 for five months.
The delay in budget was caused due to non-finalization of Plan-outlays by Planning Commission of India and enforcement of Modal Code of Conduct in view of Lok Sabha Elections.
There will be general discussions on the budget after its presentation in the House followed by demand for grants by different government departments.
The Budget would be passed by the end of August after the departmental grants are fully deliberated upon in the House and approved by the Legislative-Assembly.
Commissioner Secretary, Finance, Mr. Sudhanshu Pandey, was also present on the occasion.
