Large number of bogus families inducted in BPL list: Gupta
8/13/2009 10:37:57 PM

Early Times Report
Jammu, Aug 13: Terming the role of the congress leaders with in and outside the legislature as quite amusing MLA, Prof. Chaman Lal Gupta said that these men of the ruling party had been first praising the budgets presented by the PDP finance ministers during the six consecutive years but now they are having full praise of the budget presented by the national conference leader, Abdul Rahim Rather, although the later has brought out many exposition of the previous dispensations including the one about the claims of zero deficit budget.
He said outside the legislature they are playing second fiddle on several issues including on central university by claiming two instead of one in Jammu and observed that to have two central universities in a small state of Jammu and Kashmir, is not a joke.
On his return here today after attending the first phase of the budget session at Srinagar Prof. Gupta said that the budget presented by Rather reveals many confusing and misleading figures in the previous budgets of the PDP congress coalition but most amusing part of the situation is that the congressmen were having all the praise for this budget too, like they were having the precious budgets.
Listing the contradictions between the previous and the present statements of the govt Prof. Gupta said hat last year in his economic survey the then finance minister had put the number of families living below the poverty line (BPL) at 7.36 lakhs which formed 40.22 per cent the total population of the state but he new finance has put this number of BPL families quite long which stood at 21.63 percent including 26.14 percent rural and 7.96 percent urban.
He said that large number of bogus families were inducted in the previous list of BPL families, which work out over two lakh bogus cards i.e. 10 lakh souls.
On the issue of central university Gupta pointed out that under the central university act the parliament had given approval to 12 universities in the country, one each in Gujrat, Bihar, Haryana, Himachal, Jammu and Kashmir, Jharkhand, Karnatka, Kerala, Orissa, Punjab, Rajasthan and Tamil Nadu. And in the same bill thee existing universities of Chattisgarh, Madhya Pradesh and Uttarkhand were upgraded to the status of central universities. He observed that the congress and their allies in the national conference were confusing the issue about opening of the university in Samba area of Jammu although it was decided months back to open CU in Jammu and IIM in Kashmir.
