| Fake appointment case in Police Department | | Court frames charges against police officials, beneficiaries | | Early Times Report Jammu, Aug 14: Framing charges against police officials including ASI and Head Constable, besides the beneficiaries, for causing loss to the state exchequer by fraudulently drawing salary of the beneficiaries appointed as constable on fake and forged orders, the Sessions Judge Anticorruption Jammu Sanjeev Gupta directed the prosecution to lead the evidence. After considering the record presented by the prosecution, the Additional Sessions Judge observed that the accused persons by misuse of official position in pursuance of criminal conspiracy entered between the accused persons of police department and beneficiary fraudulently withdrew Rs 2, 22, 420 as salary of the beneficiaries having worked for 7/8 months. This way the accused officials cheated the police department causing a loss of Rs 2, 22, 420 to the state exchequer and committed offences u/s 5(2) J&K PC Act r/w section 420, 467, 468, 471, 120-B RPC. In the year 2001, Mohammed Ashraf Bhat then Head Constable posted in the office of ADGP HG/AUX Police J&K hatched a criminal conspiracy with Ram Krishan Wattal, ASI, Romesh Chander and Mohammed Hussain constable and issued a forged order No DGP-D/S-2001/17881-82 dated April 24, 2001 purportedly issued from PHQ under the signatures of then DGP. On the basis of which accused Gandharv Singh, Shashi Kumar, Mohammed Shafi Rather, Romesh Kumar, Rakesh Kumar, Gulzar Ahmed Sheikh, Nissar Ahmed Wani and Sham Lal (not arrayed as accused) were appointed as constables in the J&K AUX, police 2nd BN Jammu. In this way the accused dishonestly and with criminal intention took Rs 40,000 each as bribe from Mohammed Shafi Rather, Gulzar Ahmed Sheikh and Nissar Ahmed Wani, whereas ASI Ram Krishan Wattal took Rs 70,000 as bribe from accused Rakesh Kumar. Accused Ramesh Chander constable also took Rs 70,000 each as bribe from Gadharv Singh, Shashi Kumar and Sham Lal and accused Mohammed Hussain constable took Rs 70,000 each as bribe from Karam Singh and Ramesh Kumar beneficiaries. |
