Blinds seek reservation
NFB demands withdrawal of Raina Committee report

Jammu, Aug 17- Demanding immediate withdrawal of Raina Committee report for Blind, the National Federation of the Blind (NFB) staged a protest dharna outside Divisional Commissioner Office here today.

The NFB also submitted memorandum to Chief Minister, Ministers, MLAs, MLCs seeking that their issue be take up in State Cabinet for early redressal

Addressing protesters, Ram Das Dubey, general secretary of the Federation burst out at successive state governments for step-motherly treatment to the blind community.

He said that it was unfortunate that in 2001 Government constituted one man committee for identification of posts for handicapped under the chairmanship of Satish Raina but Raina without going through the problems of different types of disabled and without consulting the organizations working for different types of handicapped created wedge among handicapped.

‘The report submitted by Satish Raina while identifying the cases of differently handicapped persons does not provide equitable job opportunity to the disabled and hence needs to be scrapped immediately’, said Dubey.

The Federation was demanding reinstatement of the earlier Act of 1982 that offered 3 % reservation for three different disabilities in vision, orthopedics and deaf and dumb which later was passed as an Act titled as The Jammu and Kashmir Persons with Disabilities, Equal Opportunities and Full Participation Act of 1998, i.e. Act VI of 1998

He however informed that National Federation of the Blind have purchased a land at Roopnagar to set up a Braille school for the visually impaired girls, who too are desirous of getting education for a better living. No funds have been received from government or any department to carry this pursuit and we are coming up with the institution by the money raised through donations and allied help, said Ram Das Dubey.

The federation appealed to Chief Minister to set the things right and do justice with the blind community. He also requested Chief Minister to withdraw controversial Raina Committee Report and instead adopt and implement the report prepared by the Government of India
