| MLAs ask for making DDB recommendation effective | | | Early Times Report Srinagar, Aug 17 : Cutting across the party lines members in the Jammu and Kashmir Legislative Assembly today demanded that all recommendations of the District Development Boards (DDB) should be binding on the government.
However, Finance minister Abdul Rahim Rather, agreeing with the concern expressed by the members said the government also wants to strengthen the DDB. He said a monitoring cell will be constituted after this session to monitor the works in all districts.
The DDB meetings will be held very soon and the members can express their views there as the government is increasing the allocation for each district by 15 per cent this time, he announced.
Raising the issue during question hour in the House, National Conference (NC) member Mir Saifullah sought to know the reason for the erosion of powers of DDB. He also wanted to know whether the boards will be given statutory powers in order to make them more effective.
However, minister Dr Manohar Lal informed the house that boards have been functioning successfully and have been strengthened from time to time to respond to the changing situation.
He said there was no proposal presently under consideration to grant statutory powers to DDBs.
Mr Mir, supported by almost all opposition members, said the main concept of the DDBs was to hold meeting in that particular district and take into confidence the public representatives for overall development of the area.
However, he alleged that the DDB recommendations were not being implemented.
The recommendations made by the DDB are not biding on the government, he said, adding the authority of the board has been eroded.
Intervening in the debate, The Finance Minister said the authority of the DDBs were not eroded.
About the allegation of non implementation of board recommendations, Mr Rather said in ''some cases we exceed our limits''.
He said if four roads are sanctioned for any district, the DDB approves and recommends 20 roads which is not possible to implement.
The DDB should take up works according to budget allocations, he said.
