FM seeks more time from employees

Srinagar Aug 17: As employees refuse to budge on their pays and salaries issue and move ahead with their proposed strike, the government today said that it has already done for them far more than it was capable to do and is committed to go beyond that.
Making a ‘fervent appeal’ to the employees, the Finance Minister Abdul Rahim Rather asked them to wait till award of thirteenth Finance Commission. “The payments of arrears would be made as per cabinet decision dated 19 February, 2009 as soon as the necessary funding in this behalf is made available. The demand for pay revision arrears has been already projected to the 13th Finance Commission, he said, adding the same is being pursued by the government in right earnest”
Rather said the benefits of pay revision have been extended to the employees of the Public Sector Enterprises on the pattern of State Government Employees bringing additional annual expenditure of Rs.112 crore. He said pay revision benefits have also been given to the employees of Universities, Colleges and other such institution not covered under the pay revision announced for the State government employees. Mr. Rather said even the demand of regularization of contractual, adhoc and a consolidated employee has been covered as announced in budget speech recently. The regularization policy in this regard shall be applicable to those who have completed 7 years of service and are otherwise eligible for the post.
The Minister said that the government has also proposed enhancement of temporary move allowance from Rs.550/- to Rs.650/- per month from August this year.
Rather said that 7 percent DA has also been released by the government on the pattern of Central government from July 2008. Similarly,another 6% DA installment has also been released with effect from January,2009 and cash benefit from July 2009 given to the employees.
The government, he said has enhanced remuneration of NRHM doctors from Rs.8000/- to Rs.16000/- and that of paramedics from Rs.4000/- to Rs.9000/-. He said even the special incentive of Rs.8000/- has been fixed for doctors working in most difficult areas and Rs. 4000/- for those rendering their service in the difficult areas.
Rather said the remuneration of Rehber-e-Zirat has also been enhanced from Rs.1500/- to Rs.3000/- and wage rate for daily rated workers enhanced from Rs.70/- to Rs.110/- per day.
The Minister said given these pro employee measures government expects them to work harder for translating government’s mission of developing Jammu & Kashmir as a model State. The employees are a vital component of administration and the government and employees have to work in tandem for speedy progress, development and stable State”, he said.
