| Fiscal 2009-10 years of consolidation, says Rather | | | Early Times Report SRINAGAR, AUG 19: Declaring 2009-10 as the year of consolidation of commercial taxes, Minister for Finance, Abdul Rahim Rather has said that the Commercial Taxes Department would be fully computerized this year and the required infrastructure developed in different wings of finance department. He said that computerization of VAT regime would help dealers to file returns in a transparent manner. The Minister was replying to the debate on demand of grants for the departments under his charge in the legislative Assembly today. He said development of infrastructural facilities was imperative for improving the functioning of the department adding that toll plaza at Lakahanpur would be commissioner by the end of December this year involving a cost of Rs. 32 crore. Similarly, the work on excise and taxation complexes both at Srinagar and Jammu is in full swing to provide related public facilities to the people under one roof. Saying that there was acute man power shortage in the department, the Minister said that vacancies referred to various recruitment agencies would be filled up expeditiously. J&K State has distinction in the country to be the best VAT implementation state, the Minister said adding that the VAT regime has been appreciated in the recently held Finance Ministers meet at Delhi. It is our responsibility to maintain sustained growth of the State by introducing financial reforms at various levels, the Minister affirmed. Saying that nobody would be allowed to evade taxes, the Finance Minister announced that honest dealers would be rewarded. Under Green Channel adding that till date 250 such honest dealers have been identified. He said that flying squads would be constituted to dishonest practices of unscrupulous traders and dealers. Responding to a point raised by Prof. Chaman Lal Gupta, the Minister said that the permission for opening of wine shops is not at the discretion of the government and there is a set procedure for this purpose. About the disparity in tax collection, the Minister said that various departments including Multi National Companies are operating in Jammu in large numbers as compared to Kashmir as a result of which more taxes get realized from that region. He said under Motor Services Taxes a target of Rs. 294 crore revenue has been fixed this year where as target for entry taxes at Lakhanpur has been fixed at Rs. 174 crore and Rs. 270 crore as toll tax. The Minister said that Rs. 2557 crore intra-state transaction is being made between Jammu and Srinagar annually adding that the payees are from both the regions of the State. He said that delay in the release of funds by treasuries would never be allowed adding that strict action would be taken against the officers found involved for non-tendering of works. About pending NABARD schemes, he said that the departments should have to come up with fixing priority for ensuring release of funds under the scheme. Rather said that the Bloeria committee constituted for the purpose of creating new administrative units has not wound up its working adding that the government is seriously considering the recommendation of the committee. About the cut motion moved for Ladakh Transfer Policy, the Minister assured that he himself will protect the interests of people of the region. He said a monitoring committee would be constituted to oversee the works of plan schemes. Regarding the establishment of new treasuries, the Minister said that there is a set procedure for opening of new treasuries in the state adding that if any area qualifies the procedures new treasuries would be opened in such areas. The Minister said that a policy is being formulated under the Disaster Management Act and appropriate measures would be taken to provide timely relief to the affected people under the Act. He said that taxes on import of mutton and chicken has been imposed to encourage the local production of the State which will accrue definite benefits to the people adding that the taxes on one day old chicks has been stopped to increase the production locally.
