| Assembly passes Revenue grants | | Bhalla says no tolerance to misuse of Roshni Act | | Early Times Report SRINAGAR, AUG 19: The Legislative Assembly today passed the grants to the tune of Rs 601436.71 lakhs for meeting the expenditure of Finance, Revenue, Relief & Rehabilitation Departments for the year 2009-10. Earlier, the Minister for Revenue Mr. Raman Bhalla and Minister for Finance Mr. A.R. Rather gave a detailed reply to the debate held in the House on demand of grants for the departments under their charge. Speaking on the occasion, the Revenue Minister informed the House that 100% Centrally Sponsored National Land Management scheme would be implemented in the State this year to ensure complete computerization of the revenue records. He said an amount of Rs 15 crore has been made available by the Centre for this purpose. To monitor the implementation of National Land Management Record Programme effectively a committee headed by Chief Secretary has been constituted. Likewise, land settlement and registration of records would also be computerized to make these available on line. He said that government have delegated powers to the concerned Deputy Commissioners, Divisional Commissioner and Finance Commissioner to clear land acquisition cases for developmental schemes adding that DCs would be empowered to clear land acquisition cases upto Rs 1 crore, Divisional Commissioners upto Rs 2 crore and Financial Commissioner upto Rs. 5 crore. Bhalla said that out of 82 tehsils settlement work has been taken up in 39 tehsils of the state. The government plans to create more posts of Patrwaris and technical staff including computer operators and also to purchase Electronic Total Station (ETS) and measuring machines and strive to complete settlement work as early as possible which will shorten the period of settlement operations/computerization. Mr. Bhalla said that the villages having more population would be bifurcated during settlement operations. Moreover, the survey for more patwar halqas also been conducted. Regarding relief to the earthquake victims of Poonch district, Mr. Bhalla informed that the DC Poonch has been directed to speed up the process and identification of the cases so that immediate relief is made available to them. He said that Divisional Commissioners have been asked for safeguard of migrant property and sale of migrant property would not be allowed on distress rates. Responding to the queries of the members, Mr. Bhalla said that government will revise the policy for grant of permission to set up brick kilns in various parts of the State.
The Minister said that nobody will be allowed to grab government land in the garb of Roshni Act scheme and the officers found indulging in misuse of the Act would be dealt with seriously. Regarding issuance of pass books to the farmers, Mr. Bhalla said that wherever the settlement work is completed the pass books will be issued to the farmers. Mr. Bhalla also informed that instructions have been issued to the all Divisional Commissioners, Deputy Commissioners, SDMs and Tehsildars to hear the public/farmers and have their problems solved and grievances redressed at the earliest.
