| Council passes resolution for autonomous Chenab Valley | | | Early Times Report Srinagar, Aug 19: Amidst demands of creation of autonomous administrative units for empowerment at sub-regional level emanating from different parts of state, the Upper House of State Legislature today passed a resolution for establishment of Autonomous Hill Development Council for the Chenab Valley region –comprising districts of Doda, Kishtwar and Ramban. The passing of this resolution in the Legislative Council is being seen as unprecedented even as the Government tried to resist by assuring the House that sufficient empowerment has been done for the region by trifurcation of Doda district into three districts. The resolution was brought by National Conference member Khalid Najeeb Suharawardy and was replied to by Minister for Higher Education, Abdul Ghani Malik. However, the member moving the resolutions pressed for it. Later, the resolution was passed by voice vote. Syed Asgar Ali, Ajay Sadhotra, Vijay Bakaya, Jehangir Hussain Mir, Murtaza Ahmed Khan and Mohammad Yousuf Taing took part in the discussion and spoke in support of the resolution. Barring Syed Asghar, Murataza Khan and Jahangir Mir, all members who spoke in favour of the resolution belonged to the National Conference. Interestingly, the members, particularly belonging to Poonch district, not only supported the resolution but also demanded creation of Autonomous Hill Development Council for Rajouri and Poonch districts. This is not the first time when a member brought resolution in a House of legislature for creation of Autonomous Hill Development Council for Doda region. This, however, in the past has been vehemently opposed by the Government. Similar demands have also been coming from Rajouri and Poonch. The demands for creation of the Hill Development Councils have been primarily inspired from the experiment in Ladakh empowering the local administrative arrangements to a large extent. In total three resolutions were moved in the Legislative Council today. Two resolutions were withdrawn by the members after reply from the Government. One resolution was passed by voice vote. The resolutions which were moved in the House included one by Bashir Ahmed Magray regarding transport subsidy to the orchardists for the transportation of their fruit to fruit mandies to improve their financial position. The other one by Syed Mohammad Rafiq Shah pertained to construction of a tunnel between Kupwara and Karnah areas for the socio-economic development of these areas. Both the resolutions were withdrawn by the members after reply from the Government. The third resolution moved by Mr. Khalid Najeeb Suharwardy regarding establishment of Hill Development Council for Chenab Valley area comprising districts of Doda, Kishtwar and Ramban was discussed in the House.
